- The Naval Air Warfare Center Aircraft Division Lakehurst (NAWCADLKE) is issuing this combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. (i) This announcement is the only solicitation, proposals are being requested by issue of this notice, hardcopy solicitations will not be issued (ii) Solicitation/Reference Number N68335-03-R-328-AS100-3 is issued as a Request For Quote (RFQ. (iii) The solicitation document and incorporated provisions and clauses are those in effect through FEDERAL ACQUISITION CIRCULAR #97-14 and DEFENSE FEDERAL ACQUISITION CIRCULAR #91-13. (iv) This solicitation is 100 Small Business Set-Aside. The NAICS is 336413. (v) The CONTRACT LINE ITEM NUMBER AND ITEM is as follows: CLIN 0001: 1 UNIT - NSN: 6115-01-437-1209, P/N 328AS100-3, POWER PLANT, ELECTRIC, TRAILER MOUNTED, MOBILE IN-10C-3. This is a common support equipment item required to support the V22 Program. (vii) Date(s) and places 2) of delivery, Inspection and Acceptance, and FOB point are as follows: Date for delivery - (TBD) days after receipt of order, Inspection and Acceptance - Origin, FOB - Destination, Deliver to: Naval Air Warfare Center, Lakehurst, NJ 08733-4851. (viii) FAR 52.212-1 Instruction to Offerors, Commercial (June 1999) is incorporated by reference. ADDENDUM 52.212-2 Paragraph (a): Award will be based on best value. Technical capability, delivery and price are equally important. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications, Commercial Items (Oct 1999) with the offer. (xi) FAR 52.212-4, Contract Terms and Conditions, Commercial Items (May 1999) is incorporated by reference and applies to this acquisition and resulting contract. Contract type will be firm fixed price (FFP). (xii) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes (Feb 2000) is incorporated in this contract by reference, however, for paragraph (b) only the following provisions apply to this acquisition: 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam era, 52.239-1, Privacy or Security Safeguards, 52.225-3, Buy American Act-Supplies, 52.232.33 Payment by Electronic funds Transfer (xiii) Additional Requirements Warranty: the contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranties available at no additional cost to the Government. Acceptance of the Standard commercial warranty does not waive the Government's rights with regard to the other terms and under the "inspection" clause nor does it limit the government's rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The standard commercial warranty period shall begin upon final acceptance of the applicable material and/or services listed in the schedule. Descriptive literature is required to be included with the proposal which may be faxed or electronically transmitted.
