- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.-The Request for Quotation (RFQ) is 03SQ810629 and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07.-This procurement is a total small business set-aside; NAICS Code is 334413 and the small business size standard is 500 employees. All qualified responsible business sources may submit a quote and quotes shall include the business size. This procurement is being conducted under the Simplified Acquisition Procedures. CLIN 001, (3 EA) Mechanical Strain Gauge(s). The gauges shall meet or exceed the following specifications: Gauge Length: 500 mm; Strain Resolution: Better than 2 microstrain; Construction: Invar steel to minimize thermal effects; Gauge Type: Electronic digital readout gauge; Gauge Resolution: 0.001 mm; Gauge Power: Battery operated, and must include the following accessories?Invar steel reference bar, setting out bar for gauge point installation, and carrying case. CLIN 002, (100 EA) Gauge Points for use with mechanical strain gauge indicated in CLIN 001. The gauge points must possess the following critical characteristics?Locating Point: Drilled locating hole; Configuration: Knurled locating pin for insertion into drilled hole; Application: For use in cement; Installation: Cemented in concrete using epoxy; Material: Stainless steel. Delivery and acceptance will be FOB destination at the Denver Federal Center, Denver, Colorado 80225-0007. The following provisions are applicable to this acquisition: 52.212-1, Instructions to Offerors - Commercial and 52.212-2, Evaluation - Commercial Items. The Government intends to award to the responsible offeror whose offer is the lowest price and which meets or exceeds the above critical elements. -Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.-The following clauses are applicable to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, including Paragraphs (b) 11, 12, 13, 14, 15, 16, and 25.-Full text of clauses are available at www.arnet.gov/far.-See Note No. 1.-Quotes, including Representations and Certifications, are due by 3:00 pm MST, February 20, 2003, sent to FAX 303/445-6345, Attention: Carol White, or by e-mail at cwhit@do.usbr.gov.
