- NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation to be issued; proposal s are being requested and no further written solicitation will be issued. The solicitation number for this Request for proposal is DAHA30-03-R-0006, a request for lodging accommodations, and closes on 20 February 2003, 12:00 p.m. Eastern Standard Time. T he solicitation document and incorporated provisions and clauses are those in effect through FAC 01-12. This procurement is unrestricted with an assigned NAICS Code of 721110. The 105th AW at Stewart Air National Guard Base is soliciting lodging faciliti es to house 32 military personnel in 16 double rooms beginning 01 March 2003 through 30 September 2003 with an additional 4 option periods (3 months each pending funding availability). Offerors must propose a fixed rate for double occupancy lodging for 32 personnel (16 rooms). Accommodations must be located within a 20 mile radius from Stewart Air National Guard Base, Newburgh, New York. Accommodations must meet the inspection criteria established by Air Force Lodging standards. In addition, the lodging facility must have the capability to house all 32 military personnel in one facility/at one site for transportation logistics and team camaraderie purposes. Proposals are being requested and a written solicitation will not be issued. As a minimum each r oom must be equipped with the following amenities: Full kitchen to include refrigerator, microwave, stove, dining table and chairs, iron and ironing board, telephone, and laundry facilities must be located on the premises. All offers are subject to a fac ility inspection prior to contract award. Offerors are encouraged to clearly identify any additional services/amenities offered in addition to the minimum requirements listed above. FAR 52.212-1, Instructions to Offerors-Commercial Items; Award evaluation is based on best value. The Government will make a best value determination based upon the following specific areas of consideration: condition of facilities, amenities, proximity to Stewart Air National Guard Base, past performance and price. Condition of facilities, amenities, proximity and past performanc e are more important evaluation factors than price. Offers are due by not later than 12:00 p.m EST on 20 February 2003. All prospective offerors must, if not already, register with CCR (Central Contractor Registry) at http://www.ccr.gov. As a minimum, o fferors must show (1) the Solicitation Number; (2) The time specified in the solicitation for receipt of offers; (3) The name, address, and telephone number of the offeror; (4) Price and discount terms, amenities offered, room layouts; (5) Remit to address , if different than mailing address; (6) Completed copy of the representations and certifications at FAR 52.212-3 as prescribed in FAR 12.301 (b)(2). The offeror agrees to hold the prices in its offer for the entire contract period, including high-peak se asons and/or black-out periods. This solicitation is subject to the Service Contract Act and all wages shall be paid accordingly.
