- Description
- The 11th Contact Mrs Sharon Novak, Contract Specialist, 202-767-7987/Lynne Hanson, Contracting Contracting Squadron, Bolling AFB, DC, intends to award a, sole source, Firm-Fixed Price contract with Human Resources Technologies, Inc. (HRT), 6416 Grovedale Drive, Suite 302B, Alexandria, VA 22310. This acquisition is commercial; however, FAR Part 12 will not be used. Contractor shall provide on line-subscription services for Worldwide FAMNET-EONET Telecommunication Network and Data Management Services to the HQ USAF/DPPF, Pentagon. Services are dedicated to Air Force Military and Civilian Equal Opportunity programs (MEO/EO) and requires a worldwide telecommunications service in support of current programs. The objective is to provide a subscription on-line, data management and training services for a customized, worldwide telecommunication network for Air Force Military Equal Opportunity (MEO) and Equal Employment Opportunity (EEO) program offices. Major Command (MAJCOM) program managers, HQ Air Force staff, Reserves and Air Guard require a world-wide data entry and retrieval service to support current programs and services for 3000 accounts at 485 locations. Requirements include, but are not limited to: a secured, dedicated communications system that will interface with current MEO/EEO computer/LAN/modem equipment, provide encryption routines for transmission of information using appropriate file transfer protocols, have the ability to trace illegal attempts to gain access, and operate from U.S. and overseas locations. Additionally, service shall include data management services capable of encryption, a satellite-linked deployable remote network station, a series of off-line software applications, various communication access methods, and system training (off-site and on-site as required). Proprietary databases within FAMNET exist to support applications such as: Automated Loan Application System, AFAS client history and other sensitive data, emergency assistance and policy updates, Budget Restructuring Programs policy updates, AFAS education initiative updates, and Personal Financial Management software programs. Other proprietary databases developed for Air Force Family Support Centers include: comprehensive relocation assistance information, federal and private sector employment opportunities with resume-matching capabilities, financial management bibliography of references, and military family research information. HRT is the sole proprietor of this service. Award will be from approximately 1 Apr 03 ? 30 Sep 03, with four (4) twelve-month option periods. NAICS Code: 541519, Size Standard $21,000,000.00.
