Description
NOTICE OF CONTRACT ACTION on sole source basis with Northrop Grumman Space Technology (NGST), One Space Park, Redondo Beach, CA 90278 for Space Based Laser (SBL) disposition of Government accountable property. The contract period of performance will commence on 1 April 2003 and continue through 30 September 2004, with one unpriced option for those items that cannot be readily disposed of and for which the Air Force is still working on a final accountability/transfer decision. Exercise of the unpriced option will not extend the contract period of performance. The contract type is Cost Plus Fixed Fee/Completion. The requirement consists of the following: 1) Disassembly of the Alpha laser and supporting mechanical, fluid supply, exhaust management, electrical, control, diagnostic, and data recording systems and removal of the components from the Mounting and Support Assembly (MSA) and adjacent areas at the NGST Capistrano Test Site (CTS); selected hardware will be preserved in a condition suitable for reuse. 2) Disassembly of the ALI beam control system and supporting mechanical, electrical, control, diagnostic, and data recording systems and removal of the components from the Test Chamber Assembly (TCA) and adjacent areas at the NGST CTS; selected hardware will be preserved in a condition suitable for reuse. 3) Removal of the Alpha Verification Module from the High Energy Propellants Test Stand. 4) Disassembly and removal of optical fabrication equipment from the NGST Space Park facility. 5) Cleanup and environmental remediation of the SBL fabrication areas at NGST Space Park and McCarter Technology, Inc. Potential Offerors must have: 1) Familiarity with the construction of the Alpha laser and its mechanical, optical, fluid, exhaust, electrical, and data interfaces. 2) Familiarity with the construction of the ALI beam control system and its mechanical, optical, electrical, and data interfaces. 3) Access to the NGST CTS and Space Park facilities and the McCarter, Inc. facility. 4) Personnel trained in the security and safety procedures for operating at CTS. 5) Personnel familiar with the procedures for working in the MSA at CTS. 6) Personnel familiar with the procedures for working in the TCA at CTS. 7) Familiarity with the optical fabrication equipment at Space Park. 8) Familiarity with the McCarter Technology, Inc. facility. A Justification and Approval Document (J&A) to contract with NGST was approved on 10 Feb 2003. The Government intends to release a request for proposal on or about 3 March 2003. Any interested firm with the needed capabilities must submit a written notification of interest and statement of capabilities by 26 Feb 2003. The Government will not recognize any cost associated with the submission of a Statement of Capabilities (SOC).
