Description
This is a Sources Sought as well as a mechanism for obtaining feedback from industry in regard to the general requirements as stated in this Sources Sought. THIS IS NOT A SYNOPSIS FOR A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential sources prior to the issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this Sources Sought. Interested sources should provide a capabilities package not longer than 10 pages demonstrating ability to perform the services listed below. Potential sources may submit resumes or personnel information plus information specific to their company including name, point of contact, size of business, and company profile. In addition, the potential source should include any pertinent information on contracts that have been performed by the company, similar in size and complexity to this effort. The Department of Housing and Urban Development (HUD), Office of the Chief Financial Officer, Washington, DC, is seeking sources to support HUD?s core financial system, HUDCAPS. HUDCAPS is comprised of a customized version of American Management Systems, Inc.'s (AMS) proprietary Federal Financial System (FFS) software. HUD?s implementation of FFS also uses a graphical user interface to the FFS core software in a client-server environment. The technical support services being sought requires a contractor to: 1) analyze client FFS applications, 2) troubleshoot and provide recommendations for improving automated FFS processes and core routines, 3) perform corrective and adaptive software maintenance, 4) provide secondary cycle support, 5) develop design documents and custom FFS programs to support user requirements, 6) provide on-going FFS custom software maintenance and develop formal software release notes, 7) conduct unit and system testing for all custom FFS software releases for quality assurance, 8) integrate FFS baseline upgrades into the HUD environment and, 9) provide support for FFS off-line batch processing. The potential source must have specialized experience with AMS's FFS software, COBOL programming, VSAM, DB2 and client-server graphical user interface. The contract type is anticipated to be a Firm-Fixed Price contract for five years. The period of performance consists of one base year plus four option years. It is the Government?s intention to conduct this procurement in accordance with the Federal Acquisition Regulations (FAR) Subpart 8.4 - Federal Supply Schedules, utilizing GSA Information Technology (IT)-Schedule #70. The resultant contract will be awarded on a best value basis. At this time, a solicitation is not available.
