- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Western Area Power Administration intends to negotiate on a sole source basis with Information Handling Services (IHS) for the following services: Internet and CD ROM access of industrial standards to include ASTM Complete - 2 User Web, American Society of Heating, Refrigeration and Air-conditioning Engineers (ASHRAE) - 2 User Web, American Welding Society (AWS) Complete - 2 User Web, National Fire Protection Association (NFPA) Complete - CD ROM, EIA Complete - 2 User Web, IEEE Complete - 2 User Web and NEMA Complete - 2 User Web. The service is considered proprietary to IHS, and they are the only known source for the services that will satisfy agency requirements. The acquisition is being conducted under the commercial item procedures of Federal Acquisition Regulation Part 12 and Subpart 13.5. The anticipated award date is 27 Feb 2003.
