Description
You are invited to submit a budgetary quotation under Request For Quotation number F41689-03-X-0707 to furnish training as outlined in the attached Performance Work Statement. This request is for informational planning purposes only and is important for establishment of a realistic cost estimate. The government does not intend to award a contract on the basis of this solicitation, or otherwise pay for the information solicited except as provided in subsection 31.205-18, bid and proposal (b&p) costs, of the federal acquisition regulation. Identify any factors that would affect the prices quoted, and specify equipment and technical data that would be needed to support training (inclusive of stock number, part number, noun description, T.O. numbers, description of manuals and software). Also, specify whether said items would be Contractor or Government furnished. For performance in overseas areas, please identify logistical and administrative support required for your instructors. Your quotation should have a validity period of at least 180 days, this is the minimum time required for processing by HQ USAF and review by the customer country. PERFORMANCE WORK STATEMENT. 1. Scope -- a. Request you provide P&A data for a prospective Foreign Military Sales (FMS) case to the Lithuanian Air Force. Proposed training will be Type 1 contractor training procured by Air Education and Training Command (AETC) and presented under the auspices of Air Force Security Assistance Training Program. b. Provide separate itemized pricing information on familiarization and maintenance training on the Radius P-37 Bar Lock Radar upgrade kits for six Lithuanian maintenance personnel two (2) officers and four (4) enlisted individuals. Also pricing is needed for familiarization training for six (6) air surveillance radar operators. Training will be in country. 2. Technical Training -- a. The contractor shall propose course content and duration of training. The training objective is to provide the trainees with the knowledge and skills necessary to succeed as maintainers of the above listed equipment. b. The contractor shall provide course documents reflecting course content and duration, detailing major topics/assemblies and the hours required to train the maintainers. Training shall include combinations of formal classroom instruction and "hands-on" practical exercises so as to provide skill proficiency to perform tasks "unsupervised". Primary emphasis shall be "hands-on" practical experience. Training is desired the second quarter for FY04; the contractor shall specify the exact dates. 3. Training Materials -- a. Training materials can be in contractor format. The student will retain all training materials used by the contractor during course presentation.
