Description
The U.S. Coast Guard Engineering Logistics Center is seeking sources (THIS IS NOT A SOLICITATION) that can manufacture Running Gear Entanglement System Nets in accordance with the following: BASELINE MATERIAL Baseline material used shall be 7/16 inch diameter, 12 strand braided, Ultra High Molecular Weight Polyethylene (UHMWPE) fiber, urethane coated rope with a maximum weight of 4.3 lbs/100 feet, minimum tensile strength of 21000 lbs, maximum specific gravity of 0.98, critical temperature of 150 degrees F, and 4-5% elongation at the breaking strength. A 1/2 inch diameter closed cell foam core is required in the baseline. The baseline material shall be permanently colored bright yellow or blue as specified. For yellow material, each end and the center length of the baseline shall be dyed green (or other dark color) for a length of approximately 1 foot. LOOP LINE MATERIAL Loop line material used shall be 7/16 inch diameter, 12 strand braided, Ultra High Molecular Weight Polyethylene (UHMWPE) fiber, urethane coated rope with a maximum weight of 4.3 lbs/100 feet, minimum tensile strength of 21000 lbs, maximum specific gravity of 0.98, critical temperature of 150 degrees F, and 4-5% elongation at the breaking strength and 7.5 in. sections of 3/16 inches. diameter 7x19 steel aircraft cable, PVC or vinyl coated with an outer diameter of 1/4 inches. The loop line material shall be permanently colored the same as the baseline material, bright yellow or blue. DESIGN AND FABRICATION Design shall be that of a baseline with 4 in. long eye splices on each end. The loop line shall be attached to the baseline to form separate loops (8 in. wide loops spaced 8 in. apart). Fabrication shall be as follows: The baseline shall be cut to length and have 4 in long eye splices constructed at both ends. The loop line shall be attached to the baseline a few inches from the eye splice by drawing the end of the loop line through the center of the baseline and securing with two half hitches and an eye splice. Each other eye and loop attachment point shall be constructed by the running part of the rope drawn through the center of the base line and secured by two coupled half hitches (one of each of the two loop coupled half hitches shall have its running part drawn between the section of the loop line paralleling the base line and the base line). Each loop shall hang straight without twists. A 7.5 in. section of 3/16 in. diameter PVC or vinyl-coated 7x19 steel aircraft cable shall be inserted into the center of the line braid at the bottom of each loop such that the midway point of the cable section is positioned at the midway point of the loop. Steel clinching rings (also called hog rings) of approximately .10 inch diameter and 2 inches long shall be applied to the end of each steel cable insert. Locate clinch ring 1/4 to 1/2 inch from each end of the cable. Crimp with sufficient pressure to prevent the cable insert from moving inside the loop. Each unit shall have dimensions of (as specified) ft length 1 x 40 in. width. For specified lengths of 50 ft or more, the actual length shall be within 1 foot of the specified length. All potential sources shall contact the Contract Specialist at the above number within fifteen (15) calendar days for a complete specification and shall submit a capabilities statement to the following address. U.S. Coast Guard Engineering Logistics Center, 2401 Hawkins Point Road, Attn: Linda Mannion, Building #58, 2nd Floor, Mail Stop 8, Baltimore, Maryland 21226. THIS IS NOT A SOLICITATION. THIS IS A REQUEST FOR INFORMATION ONLY. ATTENTION: Minority, Women-Owned and Disadvantaged Business Enterprises (DBE)! The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of liens or credit to finance accounts receivable for transportation related contracts.
