Description
Defense Supply Center Richmond (VA) intents to negotiate with responsible firms for the establishment of a 12 year Requirements-type contract for Hexafluoropropane. The Government will supply two sizes of cylinders to the successful vendor - 150 pound cylinders (NSN 6830-01-443-9076) and 1,200 pound cylinders(6830-01-504-1203). The successful vendor will fill the cylinders and deliver them to Defense Depot Richmond Va or Defense Depot at Tracy, CA, FOB Destination with origin inspection and acceptance. The 12 year duration of the resulting contract will be broken into a 3 year base period and three, three year option periods. Tentative solicitation issuance date is March 1, 2003 with a closing date of April 15, 2003. Large business offerors are required to submit a Small Business Subcontracting Plan with their offer as well as a copy of their Quality Assurance Plan. The Government will require test results on demand and the Government reserves the right to conduct spot checks. The specification required to manufacture this gas is incorporated into the item description of the solicitation. Required delivery is 30 days after contractor receipt of Government furnished cylinders. Government furnished cylinders to be furnished to successful offeror within 15 days after issuance of delivery order. Quantities: 6830-01-443-9076 - base period -2759 cylinders, first option period - 4008 cylinders, second option period- 2770 cylinders, third option period - 5120 cylinders. For NSN 6830-01-504-1203 - base period - 90 cylinders and first option period - 14 cylinders. No second and third option periods for the latter NSN. This is an unrestricted procurement. The final contract award decision may be based upon a combination of price, past performance and other evaluation factors described in the solicitation.
