Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice and following the simplified acquisition procedures in FAR part 13.5. This announcement constitutes the only solicitation: proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number 6TSA-03-JMT-0101 is being issued as a request for proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-12. This procurement is for the following (Specification SE31-002-0, version 2.1 dated 1/24/03 and all applicable attachments must be requested and will be emailed to you within 24 hours of request to KC-RFP@gsa.gov): Abbreviated Specification to follow herein: Scope of Requirement: The specification establishes the minimum requirements for a dual band (C/Ku) shipboard satellite communications terminal consisting of an Above-Deck Equipment (ADE) assembly, and Below-Deck Equipment (BDE) assembly, and associated integration material. Purpose of equipment: The terminal will be used to provide continuous digital connectivity between vessels at sea and shore based gateway stations via leased space segment circuits over geo-synchronized satellites. System Description: The terminal shall be a shipboard digital satellite communications system capable of continuously transmitting and receiving (simultaneously) PSK-modulated digital data using a 70MHz center-frequency modem in full-duplex mode to and from satellite gateway earth stations via U.S. domestic and Intelsat geo-synchronous satellites at or above 10 degree elevation angles in C-band and Ku-band (user selectable and configurable while exposed to any combination of the environmental conditions specified herein). The terminal shall provide this capability by acquiring and continuously tracking geo-synchronous satellite CW beacon signals available from Intelsat series 6 (or higher) satellites in either band. This requirement is for NAVSEA, Corona Division, Corona, CA. Please include all requirements on quotations/proposal, include compliance statements with all CDRLS(DD Form 1423-1 of Specification Attachments (5 total) and Training requirement (3.15 of specification). No partial quotes. No substitutions. Indicate FOB destination on quote (shipping included in price) to Naval Surface Warfare Center ? Corona, Norco, CA 92860. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Evaluation is based on best value including completeness of proposal with all requirements, past performance, cost and ability to meet service requirements. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. In addition to the guidance contained in FAR 52.212-4, contractors shall submit proof of delivery with their invoices. Proof of delivery may be in the form of a bill of lading or other shipping document signed by the receiving office. Invoices received without proof of delivery will not be accepted. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
