Description
This is not an RFQ, but a survey to locate potential 8(a) Businesses capable of performing the proposed work. It is anticipated the Contractor will be required to provide over the phone interpretation services thru an 800 number arrangement on a three-way conference basis to help FEMA serve its disaster response customers. Minimum capabilities must include documented evidence of experience and expertise in all of the following areas: (1) Setting up and administering normal interpretation capabilities twenty-four hours a day, seven days a week, 365 days per year. (2) Ascertaining demographic language requirements for any given disaster area and staffing the required call center arrangements accordingly. (3) Setting-up adequate dedicated interpretation specialists available solely for the FEMA requirement within two to three days of an unusually large disaster. (4) That the capability of being able to determine what language is being spoken when requested to provide translation services, which requires the availability of multilingual translators to screen incoming calls in order to ensure that calls are directed to the appropriate expert. (5) Assuring that all translators involved in providing service are trained to a level that includes the skills necessary to understand and accurately interpret specific terminology and express the distinction of both language and culture to all parties involved in each action. (6) Providing sufficient lines and interpreters to be able to service up to 700 calls per day. (7) Maintain adequate telecommunications systems capable of meeting the surge requirements of FEMA that are unique to this application. This includes the capability of handling up to 380,000 call minutes and 31,000 calls in any given year and to have a capability to surge from 12,000 calls to 178,000 calls in a one month time period. All interested 8(a) Business concerns with these capabilities are invited to submit complete information to Amanda J. Please DO NOT respond to William Roberson. Information furnished should include: (1) the number and professional qualifications of translators; project managers and other appropriate personnel; (2) company experiences related to the proposed project; (3) a description of general and special telecommunications capabilities; and (4) other literature which demonstrates minimum capabilities listed above. This synopsis is for information and planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Based upon responses received, the Government reserves the right to set aside any and all procurements that may result hereunder for businesses in SBA's 8(a) program. If the evaluation of responses received concludes that none of the responding firms have the necessary capabilities, an RFQ may be sent to qualified vendors under the appropriate GSA schedule.
