- This pre-solicitation notice is for technical, engineering and program management related support including engineering, technical analysis, financial analysis, integration, test and evaluation, systems administrative support, training, software support, configuration management and related endeavors in support of the Embedded Common Technical Architecture (ECTA), Joint Warning and Reporting Network (JWARN), Joint Environmental Model (JEM), or related NBC integration efforts. The solicitation will result in an IDIQ type contract with a cost-plus-fixed-fee pricing arrangement and a three-year period of performance. The solicitation is a total HUBZone small business set-aside and will be issued on a sole source basis to Imagine One Technology & Management, Ltd., P.O.
