Description
The Naval Surface Warfare Center, Carderock Division, Detachment Norfolk (NSWCCD DETNOR) in Suffolk VA is seeking information from potential sources to design and build two (2) dual-band VHF antennas (33 to 176Mhz) for a high speed combatant craft (70-100 foot in length). The antennas will have the following qualities: ? Electronically tunable ? Conformal ? Low Radar Cross Section (RCS) ? Multiple outputs for a minimum of two radios operating simultaneously ? High Q factor ? High Tuneability ? High RF Power Handling Capability and Low Inter-modulation Distortion ? Low Power Consumption ? Fast Switching Speeds ? Low weight, ideally less than 100 pounds ? Wide Frequency Range ? Ability to function in sea state 3 and survive in sea state 5 ? Withstand the operation environment of a Navy combatant craft (ocean and riverine) ? Antenna should be less than 4 feet in diam eter; depth should be less than 10 inches ? Outer surface must function as part of the hull Following successful contractor testing, a complete (two antenna) Conformal VHF Antenna system will be installed on an operational USN craft for Government evaluation. Providing Commerical Off-The-Shelf (COTS) and/or new hardware, designing or procuring new software and hardware, laboratory and on craft testing will be required. Drawings, technical manuals and training will be required. This effort will involve classified materials and the contractor will be required to meet USN classified contract standards. Additionally, because this effort will involve equipment that is classified as critical technology, foreign sources will not be eligible. This effort is expected to be completed 18 months after contract award. This request is for technical information describing t he offeror's current product or proposals for further development of production, concept, or demonstrator items. The submittals should consist of no more than five pages of text, supplemented by no more than three pages of tabular data and illustrations. The submitted data should include a complete description of what the offeror is proposing, the current state of development, descriptions of demonstrations conducted to date, specific technical data where available, and a detailed description of proposed further development efforts. An estimate of the time required to deliver two demonstrator items shall also be included in the submitted data. Proposals shall be submitted electronically to David Tychman (tychmandj@nswccd.navy.mil, 301-227-5824) and LCDR Leo Carling (carlinglj@nswccd.navy.mil, 301-227-1196). Proposal submittals are desired as soon as possible but will b e accepted until the due date above. The purpose of this request is to determine the state of the technology required to develop, or the availability of, a Conformal VHF Antenna which meets the stated requirements and to support the potential award of a contract. THIS IS A SOURCES SOUGHT SYNOPSIS AND DOES NOT COMMIT THE GOVERNMENT TO AWARD ANY CONTRACT.
