Description
The National Cancer Institute (NCI), Laboratory of Pathology (LP), Specialized Diagnostics Unit plans to procure immunohistochemical and in situ-hybridization staining reagents and supplies from Ventana Medical Systems, Inc., 3865 North Business Center Drive, Tucson, AZ 85705. The supplies and services herein are commercial as defined in FAR Part 12, and this acquisition is being made in accordance with the test program for using simplified procedures for certain commercial items as authorized in FAR Part 13.5 as an Indefinite Delivery Indefinite Quantity type contract. The North American Industry Classification System code is 325413 and the business size standard is 500 employees. The Laboratory of Pathology (LP) has a need to provide immunohistochemical staining requested by both the diagnostic services and research laboratories within the LP. These stains have become an essential part of cancer diagnosis and have an equally important role in the diagnosis of many infectious diseases. Immunohistochemistry is a widespread and accepted technique used in nearly every diagnostic surgical pathology laboratory and research laboratories throughout the world. The reagents shall be used for diagnostic immunohistochemistry laboratory clinical use as well as for supporting clinical and basic research in the LP. The automated portable immunostainers shall be used to support the increased clinical and research demands being placed upon the immunohistochemistry laboratory. The NCI has purchased several automated immunostaining/in situ-hybridization systems (i.e. Ventana ES, NexES, Benchmark and Discovery systems) from Ventana Medical Systems under previous contracts. Ventana Medical Systems, Inc. is the only source known to NCI that can provide the reagents and supplies that are required to operate the Ventana automated immunostainers/in situ-hybridization Ventana ES, NexES, Benchmark and Discovery systems. The reagents are proprietary to Ventana Medical. The Government will be the direct beneficiary of a contract for reagents and supplies because it will maintain and improve the quality of patient care and further cancer research. Without the reagents, the existing automated systems cannot be used. Changing variables at this time would interrupt correct interpretation of experiments in progress. Period of Performance: Upon award of purchase order through twelve (12) months, with three (3) twelve (12) month option renewals if exercised; FAR Clause 52.217-8 Option to Extend Services (November 1999) and FAR Clause 52.217-9 Option to Extend the Term of the Contract (March 2000) applies to this order. The requirement will be a fixed price order. This is not a request for competitive quotations. However, if any interested party believes it can provide the above supplies, it may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow NCI to determine if it can meet the above minimum specifications described herein. Capability statements must be received in the Contracting Office by 1:00 PM EST (local Washington D.C. time) on February 14, 2003.
