Description
The USDA Forest Service Rocky Mountain Research Station intends to negotiate on a Sole Source basis under the authority 6.302-1--Only one responsible source and no other supplies or services will satisfy agency requirements-- with Systems for Environmental Management, P.O. Box 8868, Missoula, MT 59807 for the follow-on contract for the continued development of models, systems, and supporting material for fire behavior, fir fuel, weather, and fire danger rating. THIS NOTICE IS A NOTICE OF INTENET TO NEGOTIATE A SOLE SOURCE ACQUISITION. The purpose of this acquisition is to acquire the services of the proposed contractor the third phase for fire modeling and software development. This effort will include model and software development including: (1) development of fire models for surface fire spread, heat transfer, crown fire, fuel consumption, fuel modeling and fuel moisture; (2) development, documentation, and testing of computer systems for assessment of fire vehavior, fire effects, fuel, weather, fire danger rating, and structure ignition assessment; and (3) other associated development and support for the Wildland Fire Assessment System, Fire Management Tools On-line, with related computer-based training materials. This follow-on effort, if competed, would result in substantial duplication of cost to the Government that is not expected to be recovered through competition at this stage of the acquisition because the source code is incomplete and therefore not available for release. The proposed contractor Systems for Environmental Mangaement was initially awarded a competitive contract for the first phase of this Fire Modeling Software development effort. The second phase was awarded as a Sole Source effort to Systems for Environmental Management. The NAISC is 54151, Computer Systems Design and Related Services. The size standard is $21 million. A time and materials indefinite delivery indefinate quantity contract for a base-plus four option years is anticipated. The period of performance shall be one year from the date of award and extended by options, based on Government need and available funds, for a period not to exceed five years total tim. THIS IS A NOTICE OF INTENT-- NOT A REQUEST FOR COMPETITION. THIS IS NOT A REQUEST FOR COMPETITION, however, interested parties may identify their interest and capability to respond to the requirement in writing (via email address below). The Government will consider all responses received by the closing date.
