Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. No other documents are available. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition circular 97-14. The North American Industry Classification System Classification code is 51331 with a corresponding size standard of 1,500. The Department of the Treasury, Financial Management Service (FMS) 401 14th Street, SW, intends to award a sole source purchase order, utilizing simplified acquisition procedures and provisions and clauses for Commercial Items to BellSouth Telecommunications, Inc, 1800 Century Blvd., Suite 700, Atlanta, GA 30345. BellSouth will provide uninterrupted local telephone service, which consist of Primary Rate Interface (PRI) local telephone exchange service delivered over MegaLink Plus fiber optic, diverse route, BellSouth owned facilities. The facilities are buried, in conduit, delivered to the minimum point of entrance in the building, are self-healing and monitored to prevent disruption of critical services. These services include the following: Megalink ISDN (Acct # 205-912-6100) Megalink ISDN (Acct # 205-M78-2737) Flat rate lines (Acct # 205-945-8983) Private date line (Acct # 205-M60-9341) BellSouth currently provides telephone lines directly in and out of the building. These lines are used for voice and telecommunication purposes and must be operational 24 hours, 7 days a week and include Primary Rate Interface PBX trunks, DID, directory number and number portability, hearing/speech impair, operator and directory assistance, 911 service, local and Intra-LATA access, interconnection with Inter-LATA exchange carriers, and an existing agreement with AT&T FTS2000 network for virtual-on-net-access. The above 2 PRI circuits will be terminated in government: provide telephone equipment on one end and in the central office of BellSouth. Direct Inward Dial numbers are 205-312-6100 through 205-912-6599. BellSouth will also provide Megalink ISD at no additional charge and provide an alternative telecommunication entrance into facility. FAR 52.212-1, Instructions to Offerors-Commercial applies to this acquisition; FAR 52.212-2, Evaluation-Commercial Items is hereby incorporated by reference. The government will award a commercial item purchase order using simplified acquisition procedures to the responsible offeror whose offer is most advantageous to the government. The local exchange service provider must be certified by the Alabama Public Utilities commissions to provide local commercial communications service. Local communications service shall include as a minimum but not limited to: diverse route, fiber based self healing services, monitored 24x7, buried in conduit to the minimum point of entrance in the building, local access for Primary Rate Interface PBX trunks, DID, directory number and number portability, hearing/speech impair, operator and directory assistance, 911 service, local and Intra-LATA access, interconnection with Inter-LAT exchange carriers, and must have an existing agreement with AT&T FTS2000 network for virtual-on-net access. The local exchange service provider must provide its own facilities, have its own local installation and maintenance technicians shall provide repair service 24 hrs/day, 7 days/week. The contractor shall provide a single point of contact for contract administration, k technical design assistance, billing, ordering, and sales support. The offers will be evaluated on the basis of system requirement supportability, past performance and price FAR 212-3, Offeror Representations and Certification-Commercial Items apply to this acquisition. Addenda to 52.212-4 include: FAR 52.217-9, Option to Extend the Term of the Contract (Mar 1989); FAR 52.232-19, Availability of Funds for the Next Fiscal Year (Apr 1984); FAR 52.222-37, VETS 100 Compliance Report (Jan 1999), FAR 52.204-6, Data Universal Numbering System (DUNS) number. The clauses may be viewed at http://www.arnet.gov/far. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this solicitation. Interested Offerors are required to contact the point of contact (POC) for past performance surveys, the clauses at 52.212-5 and the ACH form. Offers are to be received no later than 10am, February 7, 2003. The period of performance is from February 10, 2003 through September 30, 2003 with two (2) 1-year options: Option Year 1 October 1, 2003 through September 30, 2004 and Option Year 2, October 1, 2004 through September 30, 2004. Interested vendors who can meet the above requirements should submit technical and cost proposals to Evelyn J. Daval in writing within 10 calendar days of publication of this notice.
