Description
This is a sources sought synopsis. The intent of this sources sought synopsis is to identify potential qualified 8(a), Historically Underutilized Business Zone (HUBZone), and small business (SB) offerors for a cost-plus award fee remedial action contract. The Pacific Division, Naval Facilities Engineering Command, will use the responses to this sources sought synopsis to make appropriate acquisition decisions for the planned cost-plus award fee contract. This is not an announcement of availability of a solicitation nor is it a means of generating a planholder's list. After review of the responses submitted regarding this potential acquisition, a solicitation announcement will be published in the Federal Business Opportunities if the Government intends to continue with the procurement. The general scope of work will include remediation of any media contaminated by solvents, petroleum, oils, and lubricants (POL), metals, acids, bases, reactives, polychlorinated biphenyls (PCB), and pesticides. These contaminants may be present in soils, sediments, groundwater, air, sludge, surface water, or man-made structures. The contaminated sites may be landfills, hazardous waste treatment storage and disposal facilities, tanks, lagoons, fire fighting training areas or other DoD facilities in areas. The work may be performed within the Pacific Division, Naval Facilities Engineering Command, area of responsibility (Hawaii, Guam, Japan, Okinawa, Johnston Atoll, Diego Garcia, and other areas in the Pacific and Indian Oceans). The contract will be Cost Plus Award fee (CPAF), Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract, with a ceiling of $100 million. The workload may be at multiple sites worldwide. Projects may be of significantly varying types and magnitude. The work may require capability to perform large-scale multiple projects simultaneously, and ability to mobilize for significant and unexpected surge requirements on short-notice. The workload is subject to uncertainty and workload fluctuations may be significant and unexpected throughout the period of the contract. The contract term will be a base period and four one-year option periods. NAICS code is 562910, Environmental Remediation Services. Small business size standard is 500 employees. The Government will evaluate sources capabilities based on experience, past performance, experience/qualifications of key personnel, corporate capacity and financial/management systems. Offerors having the capability to perform this work are invited to complete a questionnaire. The questionnaire may be downloaded at www.esol.navfac.navy.mil. The questionnaire must be received no later than 10:00 a.m., HST, on 18 February 2003 via email transmission to sakieliah@efdpac.navfac.navy.mil. Complete information must be submitted and the Government will not contact the concern for clarification of information. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information requested. The Government will not provide a "debrief" on the results of this survey. All information submitted will be held in a confidential manner and will only be used for the purpose intended.
