Description
This is a combined synopsis/solicitation. BACKGROUND: The Corporation for National and Community Service (Corporation) is an agency of the Federal Government with a mission to provide opportunities for Americans of all ages and backgrounds to engage in service that addresses the nation's educational, public safety, environmental, and other human needs to achieve direct and demonstrable result and to encourage all Americans to engage in such service. In so doing, the Corporation will foster civic responsibility, strengthen the ties that bind us together as a people, and provide educational opportunities for those who make a substantial commitment to service. In recent months the Corporation has undergone several changes in reporting structure at the highest level of the organization. At the request of the Corporation's Board of Directors, the Chief Executive Office (CEO) seeks the assistance of an organizational consultant in restructuring the Corporation. PROJECT DESCRIPTION/DELIVERABLES: The Corporation requires the following outcomes from this organizational review: (1) A report on the current structure, outlining the positives and negatives of this structure.; (2) A proposal for a new organizational structure for the Corporation to better carry out the Corporation?s mission and the role of the CEO; (3) Advice on the need to extend the structural changes to ranks outside of the Senior Management (i.e. Area Managers/Field Staff); (4) Advice on implementation of the outlined organizational changes; (4) Interim reports as needed. A final report will be due by September 2, 2003. It is understood that the contractor will interview the following individuals as a part of this process in addition to any others suggested by the contractor: Chief Executive Officer, Board of Directors, Chief Financial Officer, Inspector General, Executive Director, Office of the CEO, Senior Aide to the CEO, Directors of AmeriCorps, National Senior Services Corps and Learn & Serve, Director of Research & Policy Development, and, Director of Human Resources. QUALIFICATIONS: The provider must demonstrate the following: (1) Experience in organizational design, and (2) Experience in working with Federal Government as well as private business. EVALUATION: This is a best value procurement and proposals will be evaluated based on the following criteria: (1) A summary of related experience and capabilities, including resume(s); (2) Brief outline of planning process and deliverables and list of individuals the provider proposes to interview; (3) Proposed cost/price for the project, and (4) past performance. Cost/price estimate shall include labor categories, labor rates and an estimate of Other Direst Costs (ODCs). This requirement will be awarded in accordance with the Simplified Acquisition Procedures in FAR Part 13 and is set-aside for small businesses. The NAICS code for this requirement is 541618. Proposals are limited to ten (10) pages, double spaced. Graphics, charts and diagrams will not count against the page limitation. Proposals to provide the requirement outlined in this announcement are due at the Corporation no later than COB, February 10, 2003.
