SUBJECT: Y-REPAIR AND ALTERATIONS TO THE U.S. CUSTOMHOUSE IN NEW ORLEANS, LA. POC Lisa B. Byrd, Contracting Officer, telephone #: (817)978-2714; fax # (817)978-6152; internet address: lisa.byrd@gsa.gov DESC: SIC CODE 1542 - Solicitation No. GS-07P-03-UHC-XXXX Provide all labor, materials and supervision required for the repairs and alterations to the U.S. Customhouse in New Orleans, LA. Work includes demolition, paving, historic restoration, electrical, mechanical, elevators, concrete block, architectural repair and restoration, roofing, etc. The performance period is 365 calendar days. The solicitation documents will be available on or about February 17, 2003. Proposals will be due on or about March 18, 2003. A pre-proposal conference will be held on March 4, 2003 at 10:00a.m. in Room 101 of the U.S. Custom House in New Orleans. The estimated cost range is $10,000,000 to $15,000,000. The project will be procured using informal source selection procedures, which will result in a firm-fixed price award to the Offeror who provides the best value to the Government, with technical ability considered more important than price. The source selection technical evaluation factors are listed in the order of importance as follows: Experience and Past Performance of Firm; Experience and Past Performance of Key Personnel; and Management Approach. In accordance with Public Law 95.507, the successful Offeror will be required to provide the maximum practicable subcontracting opportunities for small business concerns, small business concerns owned and controlled by socially and economically disadvantaged individuals, woman-owned businesses, veteran and disabled veteran-owned businesses, 8(a) small businesses and HUBZone small businesses to participate in the performance of this contract. A subcontracting plan must be provided with the proposal. Small businesses are not subject to this requirement. This full and open procurement is made under the Small Business Competitive Demonstration Program and all responsible firms are invited to submit a proposal. Interested contractors must provide a letter including a statement of interest, DUNS number for the company, number of personnel who will attend the pre-proposal conference and a copy of a valid business license. Letters are due to the office of the Contracting Officer no later than February 24, 2003. Send letters to the attention of Lisa B.
