- The Naval undersea Warfare Center Division Newport intends to award a Firm Fixed Price contract on a Sole Source basis to Research & Development Solutions (RDSI), Inc., McLean, VA for the follwing: 1) Six (6) copies (on CDROM) media) of EWPro Scenario generation, control and Electronic Warfare Support (ES) emulator software, Version 1.53. This is a Windows based Electronic Warfare (EW) software training product that contains four (4) functional ES equipment emulators, as follows: a) AN/WLR-8(V)2 Digital Display Unit (DDU) DOC mode only; b) High Probability of Intercept (HPI); c) Type 18 Periscope Automatic Detection Finder (ADF); d) Early Warning Receiver (EWR); 2) One (1) copy (on CDROM media) of EWPro Scenario generation, control and Electronic Warfare Support (ES) emulator software, Version 1.52. This is a Windows based Electronic Warfare software training program; 3) The above software will be integrated as a system for Navy training on seven (7) Panasonic CF-48 Laptop Personal Computers which are standard for the training program; 4) An EWPro and SubSkillsNet software interface is to be developed; 5) Seven (7) copies each of the EWPro Quick Start Tutorial and Reference Manuals. The Government plans to issue a request for quote to RDSI using FAR Part 12 and FAR Part 13. The anticipated award date is 07 February 2003. This action is being processed on a sole source basis due to RDSI being the sole developer of EWPro, which is proprietary to that firm. As such, it is the only company that possesses the capability to perform the integration of EWPro with the Government product SubSkillsNet. Any firm that believes it has the capability to meet the Government?s minimum requirements is invited to submit a quote for Government evaluation.
