- This announcement caps a series of earlier synopses that the Maritime Administration (MARAD) issued in June, August, September and December, 2002. These synopses were issued in anticipation of an A-76 cost comparison study of MARAD's National Defense Reserve Fleet (NDRF) sites at Beaumont Reserve Fleet (BRF) located in Beaumont, TX, James River Reserve Fleet (JRRF) located at Ft Eustis, VA, and Suisun Bay Reserve Fleet (SBRF) located in Benicia, CA. The service provider is to provide management, labor, supervision and materials (other than government furnished) necessary to support the NDRF anchorage facilities of MARAD, Headquartered in Washington, DC. The Fleets maintain NDRF vessels in selected states of readiness ranging from Ready Reserve Force (RRF) vessels that are maintained in high states of readiness to non-retention vessels that are maintained until they can be disposed. The vessels in the fleet anchorages are available as training platforms to other Federal, State, or local agencies and the anchorages provide a cost effective vessel storage capacity to other Federal, State or local government agencies. Primary NAICS 336611 applies to the work. This solicitation will be issued as a two-step sealed bidding, and is set aside for competition among 8(a) firms. Those firms that submit technically acceptable proposals during step one will be invited to submit sealed-bid pricing in step two. The lowest of these bids will then be compared to the Government's cost of in-house performance. The A-76 cost comparison will be accomplished in accordance with Office of Management and Budget Circular A-76 and supplemental handbook, revised June 1999. A contract may or may not be awarded as a result of the cost comparison. The solicitation will be posted for download without further notice on or about January 29, 2003. Interested offerors must obtain the final solicitation documents electronically. The primary site to download the solicitation is at http://ideasec.nbc.gov. In addition, the web site http://www.fedbizopps.gov will have a link to the download. Technical exhibits and attachments to the solicitation will be posted at http://www.marad.dot.gov/techlibrary/index.html. Drafts of these documents have been posted at these sites for download and review. Offerors who have viewed earlier drafts must ensure that the final documents are reviewed for any changes from the drafts and used for completing their proposals. No requests for hard-copy versions of documents will be accepted or considered, and no paper documents will be distributed. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
