Expression of Interest - Information Technology Services - Submit questions and responses to: BWXT Y-12 L.L.C. R.C. (Randy) Hudson Subcontract Administrator P.O. Box 2002, MS-8043 Oak Ridge, TN 37831-8043 Phone: 865-241-9313 Fax: 865-241-2150 E-mail: hudsonrc@Y12.doe.gov 1.0 PURPOSE BWXT Y-12, L.L.C, (BWXT Y-12), acting under its contract with the U.S. Department of Energy (DOE)/National Nuclear Security Administration (NNSA), is soliciting expressions of interest in a significant business opportunity. This business opportunity, described below in Section 3.0, involves the re-competition of an existing subcontracted Information Technology (IT) services scope of work for the Y-12 National Security Complex operated by BWXT Y-12. The Y-12 National Security Complex is a manufacturing facility that plays an integral role in DOE's Nuclear Weapons Complex. This request for expression of interest does not constitute an invitation for sealed bids, a request for proposals, or offers. This request is for the purpose of identifying qualified, interested firms. Responses received will be used for analysis and planning purposes, and may be used to qualify candidates for subsequent solicitations, if any. 2.0 PARTICIPATION CRITERIA Criteria have been established for firms interested in this opportunity. All firms responding to this request are, by submitting an expression of interest, certifying that they meet all participation criteria and are prepared to address the selection factors. The criteria are: 1. Did you have total annual revenues in excess of $250 million each of the last 3 years? 2. Are you focused on IT services as a strategic service line and core competency with more than $100 million in annual revenues coming from IT business? 3. Do you have experience in performance of government contracts supporting classified IT activities for the DOE and/or other U.S. government agencies? The following factors are among those that will be used to select an awardee if a solicitation is issued. Firms/Teams that do not have the experience or qualifications are not likely to be competitive. 1. Experience in a broad range of IT services, including enterprise information systems planning and consulting; application software development and maintenance; system management and administration; database administration; network management and administration; desktop system support; helpdesk support; and data center management and operations. 2. A client base that spans both government and commercial sectors and multiple commercial industries. 3. Experience in performance of multiple IT service contracts, including single contracts greater than or equivalent to $20 million in annual revenues. 4. Experience in establishing and achieving socio-economic goals tied to monetary incentives. 3.0 BUSINESS OPPORTUNITY This business opportunity involves the re-competition of a currently subcontracted IT services scope of work. The projected annual equivalent sales value for Fiscal Year (FY) 2004 (October 1, 2003, through September 30, 2004) is approximately $16-20 million. The period of performance of any resulting subcontract is anticipated to be a base period of 4 years and 10 months (beginning December 1, 2003), with two one-year contract extension options. The initial year will begin December 1, 2003 and end September 30, 2004. The following four years will begin October 1, 2004 and end September 30, 2008. The options will be consecutive years beginning October 1, 2008 through September 30, 2009 and October 1, 2009 through September 30, 2010. It is anticipated that the award will be made to a single subcontractor. Upon award of any resulting subcontract, the subcontractor would assume full responsibility for the scope of work. The percent of the projected annual equivalent sales for each component is shown below: Projected FY 2004 Enterprise Information Management - 5%; Management Information Systems - 30%; ADP Operations Services - 25%; Systems Administration and DBA Support - 25%; User Desktop and Web Content Support - 10%; Network Services and Voice Communications -5%. The current classified and unclassified competencies subcontracted and technologies supported are listed below under each functional component. Enterprise Information Management --Facilitation and capture of strategic context for Enterprise Information Management (Provide formats, templates, processes, and tools for capturing and translating enterprise strategic drivers and objectives into information systems requirements) --Enterprise business models development and maintenance --Capture, documentation, and analysis of enterprise information flows, data models --Information infrastructure planning, modeling, integration, and access support activities; emphasis on Intranet and Web models --Development of application system models, including current state and desired future state models, with roadmap strategies --Development of technology architecture specifications and other technical infrastructure planning and management frameworks --Planning activities of key components of the technical infrastructure, such as desktop computing strategies --Software license compliance consulting and support services --New technology assessment services, with a view toward appropriateness of fit with technical infrastructure Management Information Systems --Requirements Definition, Cost-Benefit Analysis and Solution Selection --IT Project Management Consultation --Full Life Cycle Software Engineering and Methodology Consultation --Application Solutions - Human Resources; A highly skilled and capable staff and a strong management plan that can demonstrate the application of innovative solutions and best industry practices to all facets of the information management challenge. 2. Demonstrated customer focus with high service levels at a reasonable and competitive cost. 3. Commitment to the socio-economic business community in terms of performing current work and utilizing and developing work for the socio-economic business base within the region. 4. Recognition of and ability to recommend evolving IT processes, products and/or technologies which may be applicable to the IT operating environment with a resultant efficiency improvement. 5.0 RESPONSE FORM FOR EXPRESSION OF INTEREST lf your firm/team meets the qualification criteria in Section 2.0 and is prepared to offer proposals with approaches to accomplishing the Company's Key Objectives set forth in Section 4.0, provide the information specified below and submit no later than February 13, 2003.
