Description
SOLICITATION NO. SB1341-03-Q-0155 IS BEING ISSUED AS A COMBINED SYNOPSIS AND REQUEST FOR QUOTATION (RFQ) USING SIMPLIFIED PROCEDURES. The National Institute of Standards and Technology (NIST) is conducting a national building and fire safety investigation of the World Trade Center (WTC) disaster. NIST will investigate the building construction, the materials used, and the technical conditions that contributed to the outcome of the WTC disaster. This solicitation will contribute to completion of the objectives of Project 3, Metallurgical and Mechanical Analysis of Structural Steel. Specific information for Project 3, may be found by following this link to the NIST Website <http://wtc.nist.gov/media/WTCplan_new.htm#proj3>. The Government anticipates the award of a commercial Firm-Fixed Price (FFP) Purchase Order to one or more offeror(s) whose quotation conforming to the solicitation will be the most advantageous to the Government, price and other factors considered for a fifteen (15) month period of performance. To enhance interaction between the offeror and the WTC investigation staff and to facilitate access to the steel, NIST (Gaithersburg, MD) will provide the offeror with an office on-site. NIST anticipates that the successful offeror will need to spend at least 80 staff hours on-site at the NIST Gaithersburg, MD campus out of an estimated 200 staff hours to fulfill this requirement. The applicable FAR clauses include: 52.212-1 Instructions to Offerors-Commercial Items (OCT 2000), 52.212-3 Offeror Representations and Certifications-Commercial Items (JUL 2002), 52.212-4 Contract Terms and Conditions-Commercial Items (FEB 2002), 52.222-49 Service Contract Act-Place of Performance Unknown (MAY 1989), and 52.227-18 Rights in Data-Existing Works (JUN 1987). Also the clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAY 2002), applies to this acquisition including paragraph B, subparagraphs: (1) 52.203-6, (5) 52.219-8, (7) 52.219-14, (11) 52.222-21, (12) 52.222-26, (13) 52.222-35, (14) 52.222-36, (15) 52.222-37, (19) (i) 52.225-3, (20) 52.225-5, (23) 52.225-16, and (24) 52.232-33. Additionally, paragraph C, subparagraphs: (1) 52.222-41 and (2) 52.222-42. SCA Wage Determination No. 94-2103 (Rev 26) is provided as Addendum 3. Offers are due by 3:00 P.M.
