Description
In accordance with FAR Part 12, the EPA's National Vehicle and Fuel Emissions Laboratory (Ann Arbor, Michigan) is in need of two Test-Control, Data Acquisition and Processing System (TDAP) upgrades to be installed on the EPA Canister Preconditioning Systems (CPS) known as CPS 1, 2, 3, and 4. The contract will be awarded as a small business set-aside in accordance with FAR Part 19. The solicitation will included three optional 12 month maintenance periods, which will include preventative and remedial maintenance as well as replacement parts and equipment. The CPS Systems are located in the West Soak Area of the National Vehicle Fuel Emissions Laboratory. The CPS Systems are used to precondition the evaporative emission canisters of light duty test vehicles. This preconditioning is part of the testing sequence for the Federal Test Procedure (FTP) evaporative emissions using the 1996 three-day, two-day or other diurnal tests. The existing CPS Systems were designed and built by EPA personnel, and are over nine (9) years old. The contractor shall supply two new TDAP systems consisting of the following: a new computer system, new TDAP software, new TDAP hardware, new power supplies, new scales, new wiring terminals, wiring and cabling, new cabinets and the labor to install these upgrades on the four (4) CPS Systems. The contractor shall provide TDAP systems that can control two CPS load and purge stations simultaneously. The two (2) TDAP systems will operate the four CPS load and purge stations. The computers, software Operating System (OS), TDAP hardware and software all need to be updated to current technology. The TDAP computer and software packages shall have a life expectancy of 4 years and be upgradeable over a period of at least 10 years. The contractor shall supply the following labor: (1) Removal of existing equipment that will be replaced, i.e. TDAP Control cabinets, scale cabinets, and scales (EPA shall retain all removed equipment), and (2) on-site commissioning for CPS TDAP system. The contractor shall provide a minimum of three complete sets of documentation for each system in this contract, including wire lists, color coding, electrical schematics, operating and repair manuals, computer system and TDAP system documentation. The completion of this procurement will include proving out and verifying the operation of all functions and components while performing the EPA Canister Preconditioning Test Procedures (2-Day, and 3-Day), as well as user programmed test sequences on each CPS. After the systems have been commissioned and preliminary acceptance tests have been completed, the contractor shall provide at least 8 hours of basic training for up to 8 people and 8 hours of advanced training and systems administration for up to 4 people. This training shall be conducted on the installed system at NVFEL or at a mutually acceptable location. The training shall be completed within 2 weeks of final system acceptance by EPA. Contractor shall warranty its systems for a minimum of one year after final EPA approval that the acceptance provisions are met. Contractor shall provide warranty repair service in accordance with standard commercial procedure. The contractor must have the capability and resources to provide equipment maintenance through a contract.
