- Description
- The purpose of this Special Notice is to amend the original synopsis for the EN-Handler Synopsized on Jan 25, 2002 (ref # N68335-0002-0005 and Amended on Oct 18, 2002 (ref # N68335-0002-0005-3) . THe Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to enter into sole source negotiations with Douglas Equipment Limited, Cheltenham, England, for the revised acquisition of the following items: EN-Handler Model MK-2C with spares (14 each), and an option of 8 additional units. Delivery will commence upon the acceptance of the first unit which is TBD. The proposed acquisition is for Peculiar Support Equipment (PSE) for which the Government does not own specifications or drawings. Douglas Equipment Limited holds all technical data rights to the En-Handler. NAWCADLKE intends to procure these items under the authority of 10 USC 2304 (c) (1), as implemented in FAR 6.302-1. No solicitation package is available for this procurement. All responsible sources are encouraged to submit a proposal,which may be used by the the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
