Description
NA The Product Manager, Test, Measurement, and Diagnostic Equipment (PM, TMDE) of the Program Manager, Measurement, Electric Power and Protection of the Program Executive Office, Combat Support and Combat Service Support, located at Redstone Arsenal, Alabama, missions are to develop, acquire, field, and sustain ruggedized, compact, lightweight man-portable general purpose automatic test equipment to verify the operational status of Army Current, Interim and Objective Force weapon systems. PM TMDE has developed a draft performance specification for the At-Platform Automatic Test Systems (APATS). Upon request, a copy of the draft performance specification and accompanying questionnaire shall be provided. Interested potential offerors shall then be afforded the opportunity to provide comments, suggestions, and recommendations on the draft specification. Upon request, potential offerors may be afforded the opportunity to further discuss their technical capabilities in one-on-one meetings in February 2003. The purposes of theses early exchanges with industry are to explore the State-of-the-Art technology to include in APATS applications, to determine the feasibility of new and different at-platform diagnostic strategy, and to interface with i nterested industries for a solid and achievable APATS performance specification. Information gathered during these early exchanges may be incorporated into the final APATS performance specification and made public. This announcement is provided for marke t research purposes, and does not obligate the Government to expend any funds or award any contract. APATS is the fourth generation multipurpose Army?s standard automatic test equipment of the Integrated Family of Test Equipment (IFTE) and is the follow-on to the currently in production and fielded Maintenance Support Device (MSD) (third generation), the fielded Soldier?s Portable On-System Repair Tool (SPORT) (second generation), and the fielded Contact Test Set (CTS) (first generation). It will be used throughout the Department of Defense (DOD) at all levels of maintenance to test and diagnose the Army ?s highly complex communications, other electronic commodity equipment, missiles, aircrafts, and ground vehicles to identify failed line replaceable units (LRUs). The DOD maintainers will also use the APATS to host Interactive Electronic Technical Manuals /Electronic Technical Manuals and/or specific application software and to upload/download mission data or software.
