The Stage 1 LSP (Laser Shock peened) Fan Blades are the 1st stage of the three stages that make up the fan motor that helps process the airflow through the engine at optimum speed and the angle to produce pressure to eventually turn turbines and produce thrust. Each blade weighs 1.7 pound the material consists of TI-6AL-4V. The blade measures 11.342-11.352 in length and the base measures 3.098-3.102 in length. LSP application must be performed by GEES. Applicable to: F110-100 Engine. Destination: Tinker Air Force Base Ok 73145-3032. Delivery: starting 31 Mar 2004, a quantity between 4201 ea and 1680 ea will be acquired. The actual quantity will be determined at the time of award at this time the Government?s BEQ is 3361 ea. The following quantity ranges for pricing purposes will be solicited. (4201-3361 ea) (3360-2400 ea) and (2399-1680 ea) Qualification requirements: Sources must be qualified prior to being considered for award. Specifications, plans, or drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government. The qualification requirements for this item were established prior to 19 Oct 1984 and the requirements of FAR 9.202(A) do not apply. The approximate issue/response date will be 03 Mar 03. The anticipate award date is 30 Apr 03. Written procedure will be used for this solicitation. Pre-qualified sources: General Electric Co Aircraft Engine, Cincinnati Oh 45215-1988. and Blades Technology LTD, Nahariya 22102 Israel. No telephone requests. Only written or faxed request received directly from the requester is acceptable. All responsible sources solicited may submit a bid, proposal, or quotation which if timely shall be considered. Award will be made only if the offeror or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. The solicitation identifies the office where additional information can be obtained concerning qualification requirements as cited in each individual solicitation. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm(s) listed. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
