Description
The Agency for Healthcare Research and Quality (AHRQ) through the Departments Council on Private Sector Initiatives to Improve the Security, Safety, and Quality of Health Care (CPSI) has a requirement to develop a clinical alert network using palm pilots/email/wireless communication that will complement and enhance the Department of Health and Human Services (HHS) Health Alert Network and intends to negotiate on a sole source basis with ePocrates, Inc., 1800 Gateway Drive, Suite 300, San Mateo, CA 94404. The contractor shall pilot test a program on a bioterrorism topic (e.g. smallpox) by disseminating messages through the use of their DocAlert and DocMemo system. Specifically, the contractor shall consult on the best presentation of the material; target the most relevant healthcare professionals, i.e. primary care physicians, infectious disease specialists, pediatricians, and emergency medicine physicians and pull sample of users receiving messages for post-delivery analysis; load all messages for all recipient types and cells, perform quality assurance tests and release messages to targeted users; deliver the initial email, DocAlert and DocMemo messages to targeted users and follow-up emails, as well as determine clinical users willingness to participate in receiving future alerts from HHS; and provide post message analysis information regarding delivery rates, delivery timing, retrieval time and volume. The period of performance is 3 months from award of contract. The Government knows of only one company that employs this type of system and network and provides the constant updating feature that ePocrates uses or that has the volume of active healthcare users, as well as the particular distribution (primary care physicians, infectious disease specialists, emergency medicine physicians, emergency medical technicians, nurse practitioners) so critical to the HHS Health Alert Network. A firm fixed price award under the terms of FAR Part 13 - Simplified Acquisition Procedures shall be made. No solicitation exists. Reference Note 22.
