Description
I. INTRODUCTION ? Bechtel, BWXT Idaho LLC (BBWI), Management & Operating Contractor of the INEEL, is requesting an EOI from prospective vendors to provide contaminated soil excavation, transportation and landfill operations services. This EOI serves as a method of screening potential vendors; allowing only qualified candidates to receive a formal Request For Proposal (RFP). II. BACKGROUND - The INEEL is a U.S. Department of Energy (DOE) National Laboratory located approximately 50 miles from Idaho Falls, Idaho. The INEEL is seeking a subcontractor to provide turnkey services for excavation, packaging, transportation and landfill operation for disposal of contaminated soil from various locations around the Site. Approximately 67,000 cubic yards of soil will be excavated and transported. Landfill operations will be required for several years. The landfill is the INEEL CERCLA Disposal Facility (ICDF), which is scheduled to be operational on or before July 15, 2003. III. PERFORMANCE CRITERIA - Information is sought to identify prospective vendors with the capabilities to provide the required services. Scope includes providing equipment, trained personnel, procedures and materials as necessary to excavate, package and transport contaminated soil to the ICDF where it will be off-loaded and disposed of. IV. SUBMITTAL REQUIREMENTS - It is the intent of this EOI to identify candidate vendors who have previous experience in providing similar services. Prospective Vendors shall provide: 1) A description of current capabilities and experience in excavation, transportation and CERCLA landfill operations. 2) A minimum of one reference who represents a direct client of your firm to validate past similar experience. 3) A copy of Safety Program along with most recent accident/injury statistics. Again, it is the intent of this EOI to only solicit formal proposals (through the RFP process) to candidate firms who successfully comply with the requirements of this EOI. Teaming arrangements are permissible. Immediately following the pre-qualification process, BBWI will hold a pre-proposal conference to provide qualified firms with more details of the requirement.
