- Description
- The National Institute of Standards and Technology (NIST) on behalf of the NIST Center for Neutron Research (NCNR), intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Only One Source Reasonably Available with DRIVESOFT LLC, 4813 Wayside Drive, Old Hickory, TN 37138-3973 for the High Flux Backscattering Spectrometer (HFBS) data acquisition system upgrade. The NCNR HFBS is one of the highest intensity instruments of its kind in the world and is unique in the U.S. It provides information previously unobtainable on polymer thin films, semiconductor materials, fuel cells, and much more. Applications are numerous and include molecular reorientations, dynamics of adsorbed systems, and viscous liquids. The existing data acquisition system utilizes a VME-based Motorola digital signal processor (DSP). A VME single board computer manages the DSP by loading new programs and mediating interaction with a Linux-based host computer. The intent of the upgrade is to retain use of a DSP, but eliminate dependence on a single board computer. This sole source determination is based on the following: (1) The existing data acquisition system was procured through DRIVESOFT, LLC; (2) DRIVESOFT, LLC is uniquely and demonstrably capable of delivering the NIST upgrade as a result of the recent and comparable data acquisition system upgrade of the HFBS located at sister institution, Forschungzentrum Munich. The Government anticipates award of a firm-fixed price purchase order on or about February 3, 2003. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITION; NO SOLICITATION IS AVAILABLE, however, interested parties may express, in writing, their interest and document their bona fide capability to fulfill the requirement. Information received before the closing date and time will be reviewed to determine if it is necessary to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
