Description
NASA/DFRC plans to issue a Request for Offer (RFO) for a one-time DC-8 heavy maintenance and inspection to include strip and paint. This notice is being issued as a pre-solicitation notification prior to the issuance of the actual Request for Offer (RFO). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The general scope of the work to be preformed is as follows: The Contractor shall provide depot level maintenance for NASA's DC-8 Flying Laboratory (tail number N817NA) in accordance with 14 C.F.R. Part 43. The DC-8 maintenance shall consist of an exterior major inspection (termed "C1 and A Levels"), Corrosion Prevention and Control Programs ("CPCP" - 2, 3, and 6 year cycles), and what is commonly termed "non-routine" ("NR") inspections and repairs as necessary. Also included in this maintenance shall be the complete removal ("stripping") of all external paint and repainting of the aircraft to a NASA-specified paint scheme. This maintenance cycle shall NOT include any engine maintenance nor interior inspection/repair to be performed by the Contractor. This contract shall include any and all labor and materials necessary to complete all inspections, repairs, stripping, cleaning, and painting, and return the aircraft to service in accordance with applicable FAA certification standards. Except as specifically noted in the proposed statement-of-work (SOW), the Contractor shall furnish all management, supervision, labor, material, expendable supplies, facilities, technical manuals, support equipment, fixturing, and tooling necessary to accomplish the strip, inspection, repair, repaint, and overhaul of components in support of the "N817NA C1 Work Cards", and the non-routine maintenance. A pre-proposal contractor site visit and aircraft review will be held at NASA Dryden Flight Research Center between February 7 through February 12, 2003 to allow for contractor review, inspection, and evaluation of the DC-8 aircraft condition and configuration. Details will be contained in the solicitation. The Government intends to acquire a commercial item using FAR Part 12. The provisions and clauses to be included in the RFO are those in effect through FAC 01-11. The NAICS Code and the small business size standard for the procurement is 336411 and 1500 employees respectively. All qualified responsible business sources will be allowed to submit offers upon release of the RFO. The DPAS rating for this procurement will be DO-A1.
