- NA Fort Hood Contracting Command is soliciting for a construction contract to construct a training facility for the Environmental Services Division of the Directorate of Public Works, Fort Hood, Texas. The general concept is for straw bale construction with great emphasis being placed on utilizing recycled, remanufactured and rebuilt materials and components. This activity specifically invites those contractors with green building experience to participate in this acquisition. The project's objective is to p rovide an efficient, cost effective facility with a SPIRIT Rating up to Platinum. Fort Hood anticipates awarding a single contract to the general contractor whose bid is responsive to the solicitation's provisions, terms and conditions for performance, a nd affords the Government the lowest evaluated price. Past performance records will be reviewed prior to issuance of any award. Proposed contract will be firm-fixed price, payable in accordance with an approved progress schedule. Scope of work includes si te work, excavation, drainage, utilities, roofing, siding, sheet-metal work, doors, windows, glazing, pipe fitting, plumbing, electrical, fire extinguishing and alarm systems, heating, air conditioning and ventilation systems, and electrical distribution s ystems. The solicitation will include all necessary design drawings and specifications required for submissioin of bids. The contractor will be required to participate in data collection to compare costs relating to new materials and components to those o f recycled, remanufactured and rebuilt materials and components. This acquisition is being advertised as unrestricted, full and open competition under NAICS 234990, with a project magnitude between $250,000.00 and $500,000.00.
