Description
Subject to final approval, the Inter-American Foundation through Bureau of the Public Debt, Department of Treasury, intends to negotiate on a sole source basis, a contract with PROactiva c/o Victoria Bigio, La Avenida Jose Maria Vargas, Edificio Artico, Piso 4, Oficina 41-A, Santa Fe Norte, Caracas, 1080 Venezuela, to obtain Local Advisory Services to support and promote grassroots development in Venezuela for a one year period. The contractor shall support the IAF mission of grassroots development, specifically to maintain adequate oversight related to program implementation, outreach to regional partners, and secure proposals from new regions. The LAS will develop materials, disseminate capacity building experiences from the community level to diverse audiences, and maximize program impact. The LAS will work closely with other bilateral agencies, international donor institutions, and private sector companies supporting grassroots development to avoid duplication of efforts and ensure more efficient use of resources. The LAS shall be fluent in English and Spanish. The contractor must be proficient in the use of Microsoft Word and Excel. The LAS shall be located in Caracas. No solicitation document is available. Public Debt will consider all affirmative responses received no later than 2 PM EDT January 3, 2003. Affirmative responses shall reference IA-AAPPR-03-0024 and shall be accompanied by sufficient documentation to clearly show the ability to provide the required services or functional equivalent at terms more advantageous to the Government. Requests for more information or a copy of the solicitation will not be considered affirmative responses. If no affirmative response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, a sole-source award will be made to PROactiva.
