- Description
- The 460th Contracting Squadron at Buckley AFB, CO, is planning to issue a Request for Proposal (RFP) for Full Food Services with a Base contract period, and four one year option periods. Required services include complete operations and management of a single full food service dining facility. The successful contractor will be required to provide all personnel, supervision, transportation, and materials necessary to perform full food services. Contractor task include, but are not limited to, dining facility management, all cooking and food preparation, ordering of subsistence, serving and replenishing food, cleaning facilities and utensils, preparing vegetables and fruit for salad bar, bussing dining area tables, cashier services, operation, maintenance and repair of food services equipment, and continued service during contingencies. This facility is dedicated to providing full service meal service, to include carryout and Grab-n-Go, while meeting the nutritional needs of personnel who qualify to use the facility. The projected contract start date is 1 March 2003. This period of performance will include, one Base Period of performance from 1 March 2003 - 30 September 2003. The contract also will include a 15-day phase in period starting on or about 15 February 2003. In addition, the contract period of performance will include four one-year option periods. If determined to be in the best interest of the Government, options will be exercised each fiscal year. A Commercial Firm Fixed Price contract type is contemplated. The solicitation shall be issued as a RFP for commercial services utilizing Acquisition of Commercial Items, and FAR 15, Contracting by Negotiation, as supplemented. The procurement method to be applied shall be the Performance Price Trade Off (PPTO) negotiation technique outlined in FAR 15 as supplemented. This acquisition is a competitive 100% small business set aside of the Small Business Act, combined with participation of the State of Colorado Licensing Agency, Blind Enterprise Program, under the Randolph-Sheppard Act. Award will be made to the SLA (State Licensing Agency) in accordance with Randolph Shepard Act Directives, if the SLA's respective offer falls with in the competitive range. All small businesses are welcomed,and encouraged to bid. The Government will not pay for any information submitted in response to this synopsis. The RFP is planned to be posted on the Governments Electronic Posting System (EPS) World Wide Web site (www.eps.gov) on or about 17 Dec 2002. The solicitation will only be available by electronic means from Fed Biz Ops. No hard copies of the solicitation package will be issued. The estimated award date is 10 February 2003.
