Description
This notice seeks information on potential sources. In addition to the technical challenges of this planned contract, proprietary data is involved for which the Government has only limited rights. Interested and capable sources must provide complete responses to Sue Krauss, contract specialist, by e-mail not later than 07 January 2003 at Charlene.krauss@tinker.af.mil or by Facsimile to (405) 739-5451. Interested sources must provide the following as a minimum response: Details of the Contractor?s experience in support of Aircraft Mission Communications, evidence of ability to hangar aircraft identified in the description of effort, ISO 9002 compliance, and evidence of ability to obtain proprietary data from L-3 Communications. The Mission Communications System (MCS) Support contract will cover the VC-25A, C-20B, C-9A and C-9C Special Air Mission (SAM) aircraft. The contract will include upgrade, spares, repair, on-site test bench support and operation, and field representative support. The contract will also encompass a System Integration Lab (SIL) used for testing prior to integration of new systems to the MCS. The MCS is a suite of airborne electronic equipment and systems. It is composed of voice, data, facsimile, and encryption/decryption equipment interconnected with radio communications systems by a Communications Switching System (CSS). The switch is software and hardware driven. The proprietary data for the switch is owned by L-3 Communications (previously E-Systems Inc.). The Government has only limited rights in the data for the switching systems and therefore will not be able to provide the data to contractors. While the MCS for each of the aircraft within the SAM fleet complies with the same general MCS description, each platform has a different specific combination of equipment to suit the mission. The support being acquired will include program management, recurring and nonrecurring engineering efforts, minor system prototypes, minor modifications, upgrades and enhancements, drop-in, and kit purchases. \ See Note #22
