Description
The Federal Bureau of Investigation (FBI) has a requirement to obtain services for Firearm Instructors, a Ballistic Research Technician, Range Technician(s), and a Small Arms Technician. This solicitation has been set-aside 100% for small businesses. The services are to include, but are not limited to: 1) Firearms Instructor  ability in all aspects of firearms training to include revolvers (S&W series), pistols (S&W, Sig Sauer, and Glock series), shotguns (Remington Model 870), submachine guns (H&K MP5 series), and rifles (Remington 700, Winchester 70, M-16/AR-25 series). Instruction shall also be provided in basic and advanced marksmanship skills, combat firing techniques, shooting skills, safety procedures, and proper shooting fundamentals. The contractor shall develop training aids including lesson plans, handout materials, student guides and practical exercises, etc. Offerors shall have military and/or law enforcement experience; 2) Ballistic Research Technician - conducts substantial research into firearms, ammunition, ballistic protective garments, and related materials. The contractor shall have a minimum of 1 year of experience conducting structured ballistic research, with an emphasis on testing ammunition, ballistic protective garments, and weapons; demonstrate knowledge of ballistic research and testing techniques including the use of Oehler Ballistic Instruments; demonstrate knowledge of weapons testing techniques including function testing, accuracy testing, abuse testing, and ammunition assimilability testing; demonstrate knowledge of the techniques required to photograph ballistic testing and research utilizing 35MM still photography, digital imaging, video taping, and motion analysis photographic equipment; 3) Range Technician - ensure the operation of range systems, facilitate training by providing ammunition and targets, and perform other operational services to support the efforts of the National Firearms Program Unit. The contractor shall demonstrate knowledge of firearms range operating systems, including those manufactured by Action Target, Mancom, and Savage; demonstrate knowledge of inventory techniques for ammunition, targets, and related supplies; and demonstrate an ability to safely operate a forklift; 4) Small Arms Technician - assist in the operation of the Weapons Management Facility (WMF) in shipping, receiving, storing weapons and related supplies, conducting inventories, securing FBI property, and performing minor repairs on Bureau owned firearms, and to support the efforts of the National Firearms Program Unit. Demonstrate knowledge of firearms repair and maintenance procedures; including certification as a Glock Armorer; demonstrate knowledge of inventory techniques for weapons, ammunition, related supplies, an ability to correctly ship and receive firearms; demonstrate knowledge of FBI issued firearms including pistol models Glock 22 and 23, the SIG Sauer P228, the Smith & Wesson 5906, the Remington 870 shotgun, the Heckler & Koch MP5/10 submachine gun, and the Colt M16 rifle - such knowledge must include operating controls, disassembly and assembly, safety systems, and safe handling methods. The above referenced services will be provided at the FBI Academy, Quantico, Virginia. No public transportation is available. The FBI shall not pay Lodging or Per Diem rates during the evaluation process. An on-site visit may be required. All travel expenses for the on-site visit shall be borne by the Offerors. The FBI shall provide all instructional equipment and weapons. The contractor shall be required to purchase and wear a uniform. The contractor shall take a yearly audiometer examination, and shall pass a yearly lead and zinc protoporphyrin test. The initial period of performance will be for one (1) year from the date of contract award with four (4), one-year options. The tentative solicitation release date is 01/10/2003.
