Description
SOURCES SOUGHT SYNOPSIS DESCRIPTION: Air Force Space Command at Schriever AFB, CO seeks potential sources capable of performing the following non-personal services. Services to be provided for the Global Positioning System (GPS) Support Center, hereafter referred to as the GSC. The GSC is the single point of contact within DoD for all military and civil GPS issues. The GPS Support Center?s primary mission is to provide tactical support to warfighters in the exploitation and assessment of GPS effectiveness in mission planning, monitor system level performance to ensure compliance with military and civil directives, maintain the DoD GPS problem report database, facilitate resolution of GPS service disruptions, and facilitate resolution of user reported problems. The GSC supports the warfighter in all aspects of mission planning, mission execution, exercises and tests. The GSC currently produces thousands of products in support of warfighting operations, to include regional/area position error and Precision Dilution of Position predictions, post mission assessments, constellation performance monitoring, and GPS anomaly/outage reports. These products are used by theater weapons employment planners to build GPS-guided munitions sorties. The GSC not only serves the needs of the warfighter, but also provides support to several civil agencies, including the Department of Transportation, the Federal Aviation Administration, and the United States Coast Guard Navigation Center. The GSC currently reports to 14th AF and resides within the 2nd Space Operations Squadron of the 50th Space Wing located at Schriever AFB, CO. The anticipated period of performance for the services described herein is 01Oct03 through 30Sep04, with six (6) one-year option periods to follow. The North American Industry Classification System (NAICS) 2002 code for this requirement is 541990, All Other Professional, Scientific, and Technical Services with a size standard of $6M. PRELIMINARY STATEMENT OF WORK The Global Positioning System satellite constellation plays a key role in the areas of force enhancement and force application across a broad spectrum of Department of Defense (DoD) missions by providing precise navigation, positioning, and timing. In addition to the large-scale integration of GPS functionality into DoD's warfighting concepts, systems, doctrine, and operations, millions of civilians and foreign governments utilize the system on a continuous basis. The purpose of this sources sought synopsis is to identify potential sources to operate and sustain the DoD GPS Support Center. The GSC will provide monitoring of the performance of the GPS constellation and its constituent subsystems. The GSC will respond to DoD, USCG Navigation Center (NAVCEN), and Federal Aviation Administration (FAA) NOCC problem reports and requests for information, and coordinate the collection, analysis, and distribution of information related to all GPS related anomalies. Potential sources shall be capable of providing the critical information regarding system and vehicle level performance that is required for effective management and military exploitation of this national asset, providing an official reporting structure for the gathering, analysis, and reporting of information regarding system level performance and user reported anomalies. TASKS/TECHNICAL REQUIREMENTS: Operate the DoD GPS Support Center. A: Provide expertise to support information exchange with GPS users and primary support agencies. This Task will include the following sub-tasks: 1. Establish/sustain working relationships with users and primary support agencies 2. Support revision of interagency MOA/MOU's 3. Develop/sustain procedures for day to day operation of the GPS Support Center 4. Support the development of a formal reporting structure for GPS anomalies and Request for Information 5. Establish relationships with Space Support Operations Center (SOC) (Army, Navy, Air Force, Coast Guard) allowing them to more effectively support their users of GPS 6. Provide infrastructure to include unique analytical tool set for GPS Support Center operations 7. Maintain/modify analytical tool set to optimize operator use and support operations in a distributed environment 8. Ensure timely and continuous information access B: Provide expertise in performing military performance monitoring of GPS at both the system and satellite specific level. This task will include the following sub-tasks: 1. Used to conduct performance monitoring and analysis 2. Monitor and report on PPS positioning accuracy 3. Monitor and report on PPS range domain accuracy 4. Monitor and report on PPS service availability 5. Monitor and report on PPS time transfer accuracy C: Provide capability to assess SPS performance for analysis and anomaly resolution purposes. D: Respond to all GPS system anomalies 1. Collect, analyze, report, and coordinate resolution activities related to all GPS anomalies 2. Develop and maintain a central problem report database in support of analysis and long term trending 3. Establish means for users to report problems of all types including radio frequency interference (RFI), receiver, and accuracy problems 4. Detect and report on anomalies isolated through analysis of civilian and military performance data 5. Provide trained personnel to operate the center during normal duty hours 6. Provide trained personnel to operate in an on-call capacity E: Provide GPS status anomaly response and performance information in the most expedient and assured means available. This task will include the following sub-tasks: 1. Maintain web sites (classified and unclassified) which shall contain, but not be limited to the following information: a) Notice Advisories to NAVSTAR Users (NANUs) past and present b) Almanac Data c) Current Constellation Status Information d) PPS Performance Information e) Time Transfer Performance f) Anomaly Information g) Frequently Asked Questions (FAQ) h) Problem Report Worksheet i) Planned Tests (No Maintenance Periods) j) Projected Performance Globally (DOP, ERD, NAVSOL) k) Request for Information l) Select GPS related Documents m) Links to GPS Web Sites n) Tutorials for new users of GPS o) Information on Receivers used by DoD 2. Networks will be designed with data security and recovery features to ensure both the integrity of data and the continuous availability of the Support Center services 3. Distribute Secret classified information via a DoD SECRET level intranet (SIPRnet) 4. Distribute unclassified information via the Internet 5. Prepare communication architecture to interface with all GSC users and supporting agencies There is the potential to provide Contingency Support to accept and respond to unforeseen, but anticipated surge requirements for warfighter support such as new contingency operations, plans, or orders that demand quick reaction of senior subject matter expertise beyond the planned and available resources. This also supports response to significant, if not catastrophic, anomalies or failures that may emerge that require resources above and beyond the normal trends and experience in anomaly resolution. It may be necessary to provide 24/7 Operations to operate the GSC on a full time 24 hour a day/7 days a week basis. The 24/7 operations allows for transition of long term (typically greater than 3 months) contingency operations while maintaining day-to-day tasks that can normally not be supported during surge operations. This task supports additional manning and associated equipment (i.e. computer) to meet 24/7 operations. DELIVERABLES: All reports will be provided in softcopy and available for download from the unclassified web site (classification allowing) at the delivery date. Subject to security restrictions, produced data will be available to the U.S. Government. Scheduled deliverables will be reviewed, approved, and submitted to the Government. Technical and anomaly reports will be submitted. The GSC shall provide the following during the term of the contract: Performance Summary Reports documenting the GPS system performance relative to applicable performance requirements (i.e. position accuracy, range domain accuracy, service availability, time transfer accuracy) will be provided on a quarterly (FY) basis. These reports will be posted on the classified and unclassified (after 48 hours) web site. Status Summary Reports documenting implementation progress, project plans and key statistics on the performance of the Center will be provided on a monthly basis. The report will also address future plans and recommendations. Trip reports for all trips made during the task shall be submitted with the monthly status reports. Anomaly reports will be produced as the anomalies occur and will be summarized in the monthly report. Technical Reports shall detail the work performed in sustaining the GPS Support Center, objectives of the task, methodology used, data collected, analyses conducted, conclusions and recommendations for future action. An abstract of all written technical reports shall be created and entered in a database. GOVERNMENT FURNISHED EQUIPMENT, PROPERTY AND/OR DATA It is anticipated that the Government will provide the following data and services to support this SOW: 1. Unescorted 24-hour access to and dedicated workspace within government facilities that will be duty stations for staff 2. Visit certifications and site visit coordination for any extended visits to government sites. 3. Access to National Satellite Test Bed data as defined in Test Bed Reference Station to Test Bed Master Station ICD 4. Access to Master Control Station (MCS) data 5. Classification guidelines for GPS 6. Access to DSN, SCI Red Phones, SIPRNET 7. Other sources of government furnished data may be identified through the Implementation Plan SECURITY REQUIREMENTS Access to classified data/information up to and including TOP SECRET/SCI will be required in the performance of the SOW. Additional security requirements include: access to NATO information and FOUO materials, ability to generate and receive classified information, OPSEC and COMSEC requirements, and the handling of classified materials at other contractor facilities and government sites. Potential interested sources are required to respond to this notice no later than 10 Jan 2003. Respondents are requested to submit a statement of capability outlining past work that is strongly related to the requirements listed in the synopsis. Identify the number of management and technical personnel within your company available for contract efforts as well as your company's ability to recruit and retain qualified personnel in both the technical and management environments. Indicate your ability to obtain and maintain Department of Defense security clearances for personnel as required. Identify any contracts held with the Government, to include place and period of performance. Firms responding must indicate the following information: the business status and size: small business or small disadvantaged business, veteran owned small business or HUBZone certified, and indicate the appropriate NAICS code and list their relevant experience, if any, for the type of services described herein. If these services have been sold commercially, please provide pertinent information relative to the sale of these services. If these services are available on GSA schedules, please indicate the schedule number and the GSA contract number in your response. If possible, provide a copy of the GSA contract. THIS SYNOPSIS IS AN ADVANCE NOTICE FOR INFORMATION, MARKET RESEARCH AND PLANNING PURPOSES ONLY. IT IS NOT A SOLICITATION. NO SOLICITATION IS AVAILABLE AT THIS TIME. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to a particular acquisition approach. This sources sought synopsis IS NOT a request for proposals; it is a market research tool being utilized to determine the availability and adequacy of potential sources before issuing a Request for Proposal (RFP). Any information submitted by respondents to this synopsis is strictly voluntary. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. All documentation shall become the property of the Government. The Government will not pay for any information that is submitted by respondents to this sources sought request. This synopsis should not be construed as commitment by the Government for any purpose other than market research.
