Description

The Naval Air Systems Command (NAVAIR) intends to place three orders under Basic Ordering Agreement (BOA) N00019-01-G-0126 through the Canadian Commercial Corporation, 50 OConnor St., Ottawa, Ontario, Canada with Pratt &Whitney of Canada to provide testing, engineering analysis, technical service, and reports under the statutory authority permitting other than full and open competition 10 U.S.C. 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source. The actions will be for supplies and services necessary to conduct Components Improvement Program (CIP) and other technical engineering support for the T400 aircraft engine, starters/valves/auxiliary power units (APUs), electrical systems, generators/constant speed drives, and aircraft transmissions. The CIP is required to maintain adequate and cost effective operational readiness, safety, and mission effectiveness of all Navy and Marine Corps aircraft propulsion and power systems. Pratt &Whitney is the designer, developer, and sole manufacturer of the T-400 engine and is the only known.
