Description
STATEMENT OF WORK FOR SECURITY GUARD Provide 24 hours security services for the USNS MERCY (T-AH19)berthed at the Ballast Point Naval Submarine Base, San Diego, California A. DUTIES (1) The security guard shall be stations aboard the USNS Mercy at the gangway or in the immediate vicinity of the gangway at all times. Guard is responsible for the control of all personnel and material coming aboard or leaving the ship over the gangway, performing his duties in accordance with ship?s security instructions. (2) The gangway security guard shall maintain the government provided gangway log, requiring visitors/non-crew members to enter their names in the log when coming aboard the ship, together with the time of boarding and departure. Guard will distribute and collect Government-furnished visitors identification (I.D.) badges based on guidance from the ship?s security instruction. (3) Personnel not assisted to the ship, unless otherwise recognized, be required to furnish proper identification and authority before boarding. (4) The gangway security guard shall check the authority for the movement of all materials over the gangway. The ship?s security instruction will provide guidance in regards to actions to be taken in connection with the attempted removal of the items from the ship or the introduction of prohibited or unauthorized items into the ship. (5) The security guard shall answer the gangway (quarterback) telephone with the statement ?USNS Mercy gangway watch, not a secure line? or as directed by the ship?s master. The security guard will page recipients of incoming call, via intercom, P.A. system, or ships phone. B. HOURS OF WORK (1) The contractor shall be required to furnish gangway security guards (7) days a week, 24 hours per day. (2) The USNS Mercy is a hospital ship. It operated on two distinct status: a. Reduced Operating Status, b. Full Operating Status. The contractor shall discontinue service upon activation of the USNS Mercy in full operating status, and resume service upon the USNS Mercy return to layberth. The USNS Mercy may be activated to full operating status for service or training. There may be one (1) deployment status for training purposes during the contract term. This deployment may last from one (1) to ten (10) days. The ship may be activated for service which may include ship repair/overhaul or for emergency medical assistance for an indefinite period. The Government will give the contractor 24 hours notice to activation to full operating status. C. SECURITY GUARDS QUALIFICATIONS (1) As required by industry standards, inclusive of this is the ability to: (a) Speak and understand English clearly and correctly. (b) Follow instructions, both written and spoken (c) Be on his/her feet during entire watch.
