Description
The National Institute of Standards and Technology (NIST) requires an upgrade package for our existing Digital Instruments/Veeco Dimension 3000/Nanoscope 3A atomic force microscope (AFM). The package is needed to add the ability to make local conductance measurements and phase sensitive measurements to the instrument. The package must integrate fully with the existing instrument which includes the scan head, microscope stage and control electronics. The current amplifier must have a noise floor of equal to or less than 3pA, have a range of 3 pA to 1 mA, have a gain of 10^6, a bandwidth of 200 Hz, be compatible with the existing controller, and physically integrate with the scan head so that the current measurement is made proximate to the tip end. The bias source must have a range of 1 mV to 12 V and be compatible with the existing controller and scan head. The instrument must have 10 nm lateral resolution and < 0.1 nm vertical resolution with a conducting tip. The instrument must have 3 nm lateral and < 0.1 nm vertical resolution with a non-conducting tip. Control of the system including new components and the existing controller and scan head, must be done by a single control software program capable of implementing both the conducting AFM control and also traditional AFM control. Coaxial cable access to all drive and signal lines must be provided. In the absence of other qualified sources, it is the intent of the Government to negotiate a sole source contract under the authority of 41 U.S.C. 253(c)(1) with Veeco Metrology LLC, 112 Robin Hill Road, Santa Barbara, CA 93117 as this source is considered to be the only responsible source and no other source will satisfy agency requirements. Interested sources proposing to supply the specified services must submit a written qualification statement clearly establishing the capability to meet the above requirements within 15 days from the date of this synopsis. The qualification statements will be used to determine the need for competitive bids. Responses are due via mail or FAX by December 30, 2002. No RFQ package is available. This procurement is being conducted per Simplified Acquisition Procedures FAR Part 13 (NTE $100,000).
