- This notice is a combined synopsis/solicitation for commercial items. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under Simplified Acquisition Procedures (SAP). This procurement will be conducted under a two tier solicitation method. Priority of award is set-aside for a small business however, if no responsible/responsive bids are received from a small business contractor an award will be made to other than a small business contractor. All sources may submit a quotation which shall be considered by the agency. The Virginia Contracting Activity (VCA) on behalf of the Defense Intelligence Agency (DIA) seeks to purchase the following items: 8 each, night vision goggles (AN/PVS-15 or M-953); 16 pairs, sacrificial lens for AN/PVS-15; 8 pairs, demisting lens for AN/PVS-15; 8 each, Kevlar helmet mounts for AN/PVS-15; 8 each, Head mounts for AN/PVS-15. All interested vendors have until Noon Monday, 23 December 02 to submit their quotes. The Government intends to award a fixed-price order to the offeror whose quote is most advantageous on the basis of delivery time and price. Vendors shall quote FOB destination to zip code 22312. The following information shall be submitted: business size, DUNS #, Tax ID #, company?s address, POC name, and email and phone #. The provisions in FAR 52.212-1, Instructions to Offerors-Commercial Items and FAR 52.212-4, Contract Terms and Conditions-Commercial Items apply to this acquisition. In support of the agency?s paper reduction effort, all quotes SHALL be submitted via email to Austin.thomas@dia.mil with the subject line: Night Vision Goggles. Only pages with signatures maybe faxed to 202-231-2831. It is the responsibility of the offeror to confirm receipt of their submitted quote. Any questions or concerns about this requirement should be addressed to the POC listed below.
