- Description
- The due date has been revised to 3:00pm 12/31/2002. The Postal Service is seeking construction contractors wishing to be considered for Pre-qualification for a Fixed Price contract. The scope of work for the project is the renovation of an existing 369,000 square foot building on a 7.9-acre parcel. Extensive renovation of major safety and health related upgrades which include; roof upgrades, structural upgrades, upgrades to exterior walls, HVAC, and fire protection systems, elevator rehabilitation, and new loading docks to make the building functional as the new Bronx P&DC Annex / IMTC. Renovations and construction must be planned in phases because there is and will be existing postal operations. Construction cost estimate for this project is in the $33,000,000 and $38,000,000 range. Total period of performance allowed for construction will be 730 calendar days from date of Notice to Proceed. Only the most qualified contractors will be pre-qualified. MINIMUM CONTRACTOR PERFORMANCE REQUIREMENTS are as follows: Five (5) years experience as a construction contractor; Completion or ongoing of two (2) comparable construction projects within the past five (5) years one of which must be major renovation construction and the other maybe new construction. Comparable projects are defined for the purpose of this solicitation as major renovation of light industrial used for processing and distribution (preferably occupied buildings with 24 hours a day, 7 days a week operations) with a minimum of 175,000 square feet in size and construction cost of $17 million or more. Projects constructed for the direct use or occupancy of the entity(s) submitting the Statement will not be considered as a comparable project. The contractors Qualification Statement will be evaluated in accordance with the following criteria listed in order of importance: Performance /Experience, Past Performance, Capabilities Organization, Safety and pass/fail evaluation on the following Backlog, Financial Capability, Bonding, and Banking. The Postal Service intends to issue a Request for Proposals (RFP) to Pre-qualified firms only. The Postal Service will select the offeror that provides the Best Value to the Postal Service, taking into consideration technical and cost related factors. Primary consideration will be given to superior technical or management features rather than lowest overall cost.
