- NA The Defense Contracting Command-Washington on behalf of the Department of the Army's Administrative Assistant to the Secretary, intends to award on a Sole Source basis a contract in accordance with Army Regulations to Mr John Boyd Martin, from White Plains , NY to paint the official portrait of the Secretary of the Army. This notice is for information purposes only. No solicitation will be issued. Interested firms may send capabilities statements via Email buchapa@hqda.army.mil or Patricia.Denard@hqda.arm y.mil (the perferred medium) or to the attention of Pat Buchanan, DCC-W 5200 Army, Pentagon, Washington, DC 20310-5200. Capability statements must be received by this office with 15 days from publication of this notice. A determination, by the Government not to compete this proposed contract, based upon responses to this notice is solely within the discretion of the Government.
