Description
The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns only. The estimated value of this procurement is between $500,000.00 and $1,500,000.00. The small business size standard is less than 1,000 employees. The acquisition is to dry-dock and repair the USCGC HARRIET LANE (WMEC-903), a 270 Foot A Class Medium Endurance Cutter. The home pier of the USCGC HARRIET LANE (WMEC-903) is located at 4000 Coast Guard Boulevard in Portsmouth, VA 23703. The performance period is FORTY-NINE (49) calendar days and is expected to begin on or about 30 June 2003 and end on or about 18 August 2003. The scope of the acquisition is for the dry-docking, cleaning, inspecting, and renewing of various items aboard the USCGC HARRIET LANE (WMEC-903). This work includes, but is not limited to: overhaul stern tube seals; remove and reinstall controllable pitch propeller hubs; service both onboard controllable pitch propeller systems; inspect and overhaul sea strainers; preserve bilges; relocate scupper valve; renew quick acting water tight door 01-47-1; stage and preserve mast; overhaul/renew sea valves; oily waste tank modifications 270-97-3; inspect propulsion shaft bearings; routine ultrasonic testing; anchor windlass overhaul; inspect chain locker and preserve hawse spill pipes; preserve the transducer hull ring/renew DSN-450 Doppler speed; service rudder assemblies; renew fin stabilizer seals and bearings; renew fin shaft sleeve; overhaul anchors and anchor chains; preserve anchors and anchor chain; preserve underwater body; renew draft figures; preserve freeboard; renew Cathodic protection system; provide temporary logistics; routine dry-docking; clean and inspect voids and ballast tanks; and lay days. All welding and brazing shall be accomplished only by trained welders, who have been certified by the applicable regulatory code performance qualification procedures. At the present time, the acquisition is expected to be issued under full and open competition procedures. In your response you must include: (a) a positive statement of your intention to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and telephone numbers. At least two references are requested, but more are desirable. Your response is required by December 23, 2002. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone set aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUBZone small business set aside or on an unrestricted basis will be posted on FedBizOpps.
