- Request for Information - The Department of Defense Education Activity (DoDEA), Education Division, Research and Evaluation Branch seeks to identify potential sources and is soliciting industry feedback on the attached draft Performance Work Statement (PWS) for the DoDEA High School Program Objective Memorandum (POM) Study. This Request for Information (RFI) is not a formal solicitation and is for information and planning purposes only. In accordance with FAR 15.201(e), this RFI shall not be considered a commitment by the Government. A formal solicitation will be announced separately at the Federal Business Opportunities (web page. The successful offeror will use telephonic interviewing techniques to gather data, study and report the opinions and attitudes of students who leave the school system for any reason. The data collection involves four groups using four different interview protocols: a) students in Grades 9-12 who leave any DoDEA high school during the school year prior to graduation for any reason to included permanent change of station (PCS) to any location, sponsor separation from service, the student dropping out of school, or because of other types of withdrawals; b) seniors who graduate from a DoDEA high school; c) parents of all students in Grades 9-12 who leave the school for any reason prior to graduation; and d) parents of seniors who graduate from any DoDEA school. DoDEA requests that interested parties review the draft PWS and offer any comments. All comments should reference the corresponding section of the PWS as applicable. In finalizing the PWS and other Request for Proposal (RFP) information the government is requesting information in the following areas: Understanding of the requirement, survey/data gathering techniques, proposed workforce and labor mix, methodology, and timetables. Respondents are also highly encouraged to submit any additional information that would assist the Government and/or industry in achieving the stated objectives and requirements of this study. The government is also seeking from all interested parties the benefits and/or risks associated with this and possibly differing approaches to the requirement. Please indicate if any necessary technical or programmatic information pertinent to this requirement was omitted, unclear, or unnecessary. As part of your response, indicate your business size: i.e. Large, Small, Disadvantaged, Women-owned; and your interest level: high, moderate, low. The Government, in preparing the final RFP, will consider all questions and comments received as a result of this RFI. Interested parties should submit responses to this RFI (two copies) to: DoD Education Activity, Procurement Division, 4th Floor, Attn: David Taybron, 4040 North Fairfax Drive, Arlington, VA 22203-1635 or via e-mail to: dtaybron@hq.odedodea.edu. Responses should not exceed 20 pages in length. Responses are due on or before 17 January 2003.
