Description
DESC: This is a COMBINED SYNOPSIS SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is HAQ033003 and is issued as a Request for Quotation (RFQ). This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 01-07. The North American Industry Classification System (NAICS) code is 333111, with a small business size standard of 500 employees. This procurement is set aside for small business concerns. Furnish 2 Big Swing 300 Model brushcutters, Factory Code-000206M100, order #105, Reference #720827033 or equal and install each on to a Government-furnished New Holland TV 140 model Tractor. QUOTATIONS SHALL INCLUDE: 1) Descriptive literature or other documentation verifying compliance with specifications; (a) design; (b) materials; (c) components; (d) performance characteristics; and (e) methods of manufacture, assembly, construction, or operation. 2) Proposed delivery schedule; 3) Warranty information; 4) Repair and parts availability; 5) Price per brushcutter installed on the Government-furnished tractors, delivered F.O.B. destination to BLM Road Maintenance Shop, 391 S. Calapooia, Sutherlin, Oregon, 97479; 6) References from other customers, including names and telephone numbers. EVALUATION FOR AWARD: Award will be made to the responsible firm whose quote is most advantageous to the Government, price and other factors considered. Other factors for this solicitation include past performance of the quoter. Past performance information may be based on the Government's knowledge of and previous experience with the quoter, or other reasonable basis. Delivery time is 60 calendar days after date of notice to proceed. CLAUSES/PROVISIONS: FAR Clauses 52.212 1, Instructors to Offerors Commercial, and 52.212 4 Contract Terms and Conditions Commercial Items, are included by reference. Award will be made to the responsible quoter(s) whose quote is most advantageous to the government. FAR provision 52.212 2, Evaluation Commercial Items applies to this solicitation and the following evaluation criteria will be used to evaluate offers: (1) Cost, (2) Past Performance, including reliability and anticipated longevity of equipment. FAR provision 52.212 3, Offeror Representations and Certifications Commercial Items shall be completed and submitted with the quotation. FAR clause 52.212 5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. TECHNICAL PECIFICATIONS: GENERAL - Furnish and mount brushcutters and modify Government-furnished tractors to cut vegetation such as grass, brush, and trees up to four (4) inches in diameter. Brushcutters will be used to cut material that is encroaching on roadways, embankments, ditches, fill slopes, and right-of-way areas along forest roads. It will also be used to trim vertically and under trees that line the roadways. SPECIFICATIONS - Furnish Numac Industries, Inc., Big Swing 300 brush cutters, or equal, with the following salient features: 1) Continuous swing radius of 270 degrees from the stow position and working radius of 250 degrees without having to get out of the machine and manually change any components, 2) Control spools for the four (4) main hydraulic cylinders driven by Commercial Intertech's SM401 quad valve driver (or approved equal) allowing all valves to be operated simultaneously, 3) A single electronic joy stick control and control system with ability to adjust all speed settings from the operator's seat via a separate plug in programmer, 4) Spindle shaft, large pivot base shaft and all pins are to be heat treated 4140, 5) Boom sections shall be 100% formed T-1 and all other materials, parts, and assemblies shall be new T-1 or high tensile 80,000 pound yield steel of current manufacture, 6) Axle/rear frame mounted brushcutter, rotary type and not mounted on any other attachments, 7) Hydraulic system to run the brushcutters shall be powered by the tractor rear PTO, 8) Must have two (2) hydraulic-operated feeder gates/blade guards operated from the operator's station that meet OSHA standards, 9) Cutter head attachment point from center of head, not offset, 10) Mower control valve with a starter lock out and a 6-second emergency shut down capability with engine operating at 1200 RPM, thus stopping the mower head blades from turning in 6 seconds, 11) Brushcutter installation shall not affect integrity of the ROPS structure nor interfere with tractor service requirements. 12) Install brushcutters on the cab end and mount on the right side of tractors as viewed with the seat and steering console facing the cab end for operation. 13) Brush Cutter Manuals - Provide two (2) copies each of the Operator's Manual, Service Manual, Lubrication Chart, Repair Manual, and Parts Manual, including parts and repair manuals of optional equipment and attachments. 14) Warranty: One year parts and labor. Warranty Service - During the warranty period, the contractor shall commence correction of any deficiency within 24 hours after verbal notification by the Contracting Officer. Failure to comply shall cause the Government to have work performed elsewhere and the cost shall be borne by the Contractor. The Contractor shall provide one (1) free "follow-up" service call made by a fully qualified mechanic or service man. The service call shall be made within 45 days after complete delivery and acceptance by the BLM of the equipment. Tractor modifications: 1) Provide and install heavy duty (3/8") scratch resistant Lexan Glass on both side windows and cab end of tractor, 2) Replace factory wheels with solid dish wheels on each tractor to support tractor weight, 3) Install four (4) 18.4 X 26 10-ply Forestry tires with exchange credit for factory tires (include in quoted price), 4) Add wheel weights and calcium to tires and wheels for proper and safe operation. DELIVERY: The unit shall be prepared for shipment consistent with standard commercial practice and in a manner that will ensure arrival at the destination in a satisfactory condition and be acceptable to the carrier for safe transportation at the most economical rate. The Contractor may use its own practice providing it fulfills these requirements. QUOTATIONS SHALL BE SENT TO: Bureau of Land Management, Oregon State Office (OR952), P.O.
