Description
NA SOLICITATION SYNOPSIS NOTICE : The Program Executive Office for Chemical and Biological Defense (PEO-CBD) has a requirement to acquire lyophilized TaqmanTM polymerase chain reaction (PCR) reagents for use in identifying a variety of biological warfare agents. The manufactured reagents w ill be modified versions of currently-manufactured commercial reagents. This solicitation synopsis provides public notice that the U. S. Army Space and Missile Defense Command intends to fulfill the PEO-CBD requirement by competitively awarding a Firm Fixe d-Price, Indefinite Delivery/Indefinite Quantity type contract in accordance with Federal Acquisition Regulation (FAR) Part 14 (Sealed Bidding) by using the modified (two-step) formally-advertised sealed bidding contracting process. The contract basic peri od of performance will be for 12 months (one year) from 1 October 2003 through 30 September 2004, and may be incrementally extended by annual exercise of options, for an additional 48 months (four years) through 30 September 2008. The North American Indust rial Classification System (NAICS) code for this acquisition is 334519, the Standard Industrial Classification code is 3829, and the small business size standard is 500 employees. This acquisition is currently unrestricted with respect to large business pa rticipation. Interested parties that are capable of fulfilling this critical reagent manufacturing requirement are invited to submit a written or e-mail statement of their interest in this business opportunity, accompanied by documentation evidencing their bona fide capability to manufacture reagents, to the following address not later than 1730 hours on 24 December 2002. Telephonic responses alone will NOT be sufficient. This action is not open to allied participation. The Government will make a final dete rmination regarding whether the acquisition will be restricted to small businesses or unrestricted based upon the type and number of interested respondents, after which all eligible respondents will then be placed on a bidder's mailing list for receipt of a Request for Technical Proposals, which will be released not later than 3 January 2003. Bidders' technical proposals will be due for submission not later than 31 January 2003. After evaluation of technical proposals, all respondents having submitted acce ptable technical proposals will be issued an Invitation for Bids (IFB) not later than 28 February 2003. All bids submitted by eligible bidders will be due for receipt and bid opening not later than 31 March 2003. In accordance with FAR Subpart 14.503-2(a) (1), only those bidders that have submitted acceptable technical proposals in the first step of the process will be issued the IFB, therefore any prospective bidders that have not previously submitted acceptable technical proposals will be determined to be non-responsive, they will not be issued an IFB, and they will not be eligible for contract award.
