Description
The 347 Contracting Squadron/MSCB is seeking sources to enter into an agreement for proposals from publishers desiring to compete for a 2-year contract with renewal options or 1 or 2 years up to a total of 6 years to publish a Moody Air Force Base Guide and Map, folded transient personnel maps, and a separate Moody Air Fore Base Telephone Directory and Map, beginning with the August 15, 2003 issue.1. Publication Content: a. For and inconsideration of the mutual promises of, and mutual benefits derived by, the parties here-to, this contract is made and entered into by and between the contracting officer, Moody Air Force Base, and (publisher?s name and address), herein after referred to as the publisher. b. This contract provides for the publisher to produce a base guide and map to be known as the Moody Air Force Base Guide and Map, and a separate Moody Telephone Directory and Map, both civilian enterprise products are published to provide Air Force people information about the mission of their command; command installation or community services available; local geography and history; and related telephone directory information. These publications are subject to the requirements of Department of Defense Instruction 5120.4; Air Force Instruction 35-101, ?Public Affairs Policies and Procedures,? and the regulations and instructions incorporated therein by references, and to the conditions and agreements as contained herein. c. The publisher agrees to use the names Moody Air Force Base Guide, and Moody Air Force Base Telephone Directory, which are owned by the government, and no other name, on the guide, maps or directory during the life of the contract, unless directed otherwise by the commander. The publisher further agrees not to contest ownership by the Government of the forgoing name or to make any use directly or indirectly of these names or a name confusingly similar to these names on any publication it may independently produce. d.The publisher agrees to provide in the installation guide a minimum of 31 pages, or the equivalent, which shall be devoted exclusively to editorial copy and photo art about the installation and command. These pages do not include information about the local area and Georgia, or pages used for advertising. e. The masthead of each product shall carry the following disclaimer in type no smaller than six point: (1)?Published by (name), a private firm in no way connected with the U.S. Air Force, under exclusive written contract with The 347th Rescue Wing. This civilian enterprise Air Force guide and map (or telephone directory) is an authorized publication for members of the U.S. military services. Contents of The Moody Air Force Base Guide and Map (or Moody Air Force Base Telephone Directory) are not necessarily the official views of, or endorsed by, the U.S. Government, DoD, or the Department of the Air Force.? (2) ?The appearance of advertising in this publication, including inserts or supplements, does not constitute endorsement by DoD, the Department of the Air Force, or (name of commercial publisher) of the products or services advertised.?(3) ?Everything advertised in this publication shall be made available for purchase, use, or patronage without regard to race, color, religion, sex, national origin, age martial status, physical handicap, political affiliation, or any other nonmerit factor for the purchaser, user or patron.? (4)?Editorial content is edited, prepared, and provided by the Public Affairs office of Moody Air Force Base, Georgia. All photographs are Air Force photos unless otherwise indicated.? f. The masthead may contain the names and editorial titles of military and civilian members assigned the duty of preparing the publication?s content. If used, the names and titles shall be listed in a section of the masthead entitled, ?347th RQW Public Affairs Editorial Staff.? g. Editorial content pertaining to the guide and telephone directory shall be based on information prepared and submitted by the Public Affairs office of Moody Air Force Base. All other editorial material, including information about the local area and state, must be approved by the Public Affairs officer. 2. Public Affairs Requirements. The Public Affairs office shall: a. Furnish or approve all editorial materials, headlines, cutlines, photographs, phone numbers and line art for use in these publications. The Public Affairs officer assumes responsibility for the security and accuracy of content provided. b. Guarantee first publication and distribution rights of the editorial content in these publications. c. Specify design and layout of editorial content and may specify advertising layout to enhance communications effectiveness of the publications. d. Review advertisements prior to publication to ensure they are not contrary to law, DoD or Air Force directives. e. Be responsible for final proofreading of all material, to check for accuracy and security of content. f. Provide editorial content and photo art to publisher not later than May 15, 2003. g. Designate where completed publications and maps are to be shipped. 3. Publisher Requirements. The publisher shall: a. Comply with provisions of DoD Instruction 5120.4 and the provisions and requirements as contained herein. Copies of instructions may be obtained through the base contracting office. b. Use only the editorial material, photographs, directory information and items provided by the Public Affairs office. c. Furnish the Public Affairs office galley proofs of all editorial copy to be used in the publications not later than 60 days before publication. d. Furnish the Public Affairs office galley proofs of all advertising to be used in the publications. e. Be responsible for the makeup of each page, subject to the Public Affairs officer?s approval. f. Solicit all advertising g. Make available a variety of special graphic techniques for use on the front page of the Moody Air Force Base Guide and Map, and Moody Air Force Base Telephone Directory and Map to include, but not limited to: engravings, raised lettering, die-cut, embossing, etc. h. Provide a minimum of 31 full-color pages in the editorial section of the Moody Air Force Base Guide and Map. i. Provide unlimited spot color in the editorial section of the Moody Air Force Base Guide and Map. j. Provide the Moody Air Force Base Guide and Map in a size 8 ? inches wide by 10 ? inches high, printed on 70 pound enamel stock or better, with a finish capable of withstanding continued handling and use. Final finish will be determined by the Public Affairs officer. k. Provide 40 pages inside the Moody Air Force Base Telephone Directory and Map dedicated exclusively for directory information. These pages will be printed on color paper (color to be determined by mutual agreement between the Public Affairs officer and publisher) on a non-glossy paper stock suitable for everyday use. l. Provide 8,000 maps in the size of 17 inches by 22 inches. These publications will be printed in at least four colors, in a map folded format. These publications will be printed on a minimum 70 pound Rosewood Gloss Enamel Stock and shall consist of a base map, with highly specialized information of particular value and interest to transient service personnel. Editorial content shall be supplied by the installation. m. Mail all guides, maps, CD-ROMS and telephone directories to addressees designated by the Public Affairs Officer. 4. Advertising: a. Neither the publisher nor his or her representatives shall solicit advertisements in the name of Moody Air Force Base or the Department of the Air Force. Active duty military and civilian personnel are prohibited from soliciting, endorsing, or accepting payment for advertisements. b. The publisher shall not accept for publication advertisements that are worded or phrased to give the reader the impressions the Department of the Air Force in any way endorses, guarantees or sponsors any product or service. Advertising that discriminates or implies discrimination against any person because of race, color, religion, sex, national origin, age, marital status, physical handicap, political affiliation or any other nonmerit factor of the purchaser, user or patron shall not be carried. If a violation or rejection of this equal opportunity policy by an advertiser is confirmed, the publisher shall refuse to print advertising from that source until the violation is corrected. c. The publisher shall not enter into exclusive advertising agreements with any firm, broker, or individual. d. No civilian enterprise comic or feature supplements shall be distributed with these publications. 5. Cost: a. All proceeds from the sales of advertisements for The Moody Air Force Base Guide and Map, and Moody Telephone Directory and Map belong to the publisher, who agrees to look exclusively to such advertising sales for all publishing costs and profits, if any. b. The publisher agrees to bear all costs and expenses of publishing The Moody Air Force Base Guide and Map, and Moody Telephone Directory and Map. It is expressly agreed that neither the United States, the commander, his or her representatives and successors, nor Moody Air Force Base, Georgia, shall be liable for any expenses or obligations incurred in publishing The Moody Air Force Base Guide and Map or Moody Air Force Base Telephone Directory and Map. c. No appropriated funds of the United States shall become due or paid to the publisher by reason of this contract. d. The publisher shall not be required to pay money to Moody Air Force Base, or to provide goods, services or considerations not directly related to publishing The Moody Air Force Base Guide and Map or Moody Air Force Base Telephone Directory and Map. 6. Publication and Distribution: a. The Moody Air Force Base Guide and Map, Moody Air Force Base Telephone Directory and Map and 17-inch by 22-inch transient map shall be published only once annually, beginning in August 2003. The publisher shall furnish the Public Affairs Officer 2,500 paper versions of the Moody Air Force Base Guide and Map, 2,500 CD-ROM versions of the base guide and map and 5,000 copies of The Moody Air Force Base Telephone Directory and Map by August 15, 2003. The publisher shall furnish the Public Affairs Officer 8,000 copies of the 17-inch by 22-inch transient map by October 15, 2003. The contracting officer may change the annual number of items to be published prior to publication when necessitated by significant increases or decreases of military and civilian personnel at Moody Air Force Base. b. The published copies of The Moody Air Force Base Guide and Map, and the Moody Air Force Base Telephone Directory become the property of the Department of the Air Force upon delivery to Moody Air Force Base. c. The publisher shall not make distribution outside the intended audience of Moody Air Force Base. The publisher may provide a copy of The Moody Air Force Base Guide and Map, folded map or Moody Air Force Base Telephone Directory to an advertiser whose advertisement is carried therein. 7. Contract Terms: a. The contract, unless sooner terminated as herein provided, shall run for a period up to 2-years commencing on (award date). This contract may be extended by mutual agreement on either a 1-year or 2-year basis for a total period not to exceed 6 years. The first issue for the Moody Air Force Base Guide and Map, Moody Air Force Base Telephone Directory and Map, and transient map pursuant to this contract shall be published in August 2003. b. This contract may be terminated by the contracting officer prior to its expiration whenever the products and services to be provided by the publisher hereunder fail to comply with the provisions hereof, and the publisher, after written notice from the contracting officer of such failure, fails to correct same within a reasonable time. Moody Air Force Base shall not be obligated to renew this contract. c. The contracting officer may also terminate this contract at the convenience of the Government in the event the Government no longer requires this service. Please ensure your proposal addresses the requirements in the Instruction and Notices to Offerors and your ability to meet the selection criteria in the award evaluation. Publishers should ensure they sign their proposals on the last page of the Statement of Work, as the government may award a contract on the basis of the initial offers received without discussion.
