Description
Bechtel SAIC Company, LLC (BSC), hereinafter known as Contractor, intends to issue a Request for Proposal (RFP) for award of a Subcontract to provide the services described below, to pre-qualified bidders only, in support of the U.S. Department of Energy (DOE) under Prime Contract Number DE-AC28-01RW12101. To be deemed pre-qualified to receive the Request for Proposal, potential bidders must submit the completed questionnaire along with documentation necessary to demonstrate the ability to meet each element of the project specific pre-qualification criteria set forth below. The potential bidder must submit documentation as requested (not to exceed one page for each question) that provides detailed information on similar types of work completed by the potential bidder. Sufficient detail should be included to allow BSC to evaluate the potential bidder's ability to perform the work under this RFP. Summary Scope of Work: The Subcontractor shall provide subject matter experts to facilitate improvement in change management, behavioral management and leadership, Safety Conscious Work Environment, and teambuilding within the Contractor's organization. The successful Subcontractor(s) will be responsible for: Safety Conscious Work Environment (SCWE): The subject matter expert will assist the Contractor in determining primary areas of concerns to be addressed, and develop and implement a plan of action to continue to improve the SCWE culture throughout the Contractor's organization and transfer expectations into performance requirements that can be assessed through regular performance reviews. Change Management, Teamwork, and Leadership: The subject matter expert will provide assistance to the Contractor in communicating the Yucca Mountain Project (YMP) vision, mission, and operating principles; develop and communicate the change management project strategy; train, coach, and mentor various levels of management on their roles as change agents in moving toward the project mission and vision. In addition, the subject matter expert(s) will support the Contractor and the client in the development and achievement of clear, aligned goals, short and long term milestones, to facilitate a shared understanding of roles and responsibilities for the program. Behavioral Management, Teamwork, and Leadership: The subject matter expert(s) will support the Contractor in assessing management and supervisory capabilities, analyze results and present suggestions for identification and correction of organizational and/or behavioral barriers. In summary, the selected Subcontractor(s) will facilitate SCWE, change management, leadership, teamwork and cultural shifts through a combination of short/immediate and long term sustaining plans and actions. Activities include, but are not limited to, assisting the Contractor in: - Refining as needed and communicating the vision, mission and operating principles - Defining the strategy for surfacing and dealing with resistance to change - Defining and implementing a long-range communication strategy with specific change management components - Training, coaching and mentoring the contractor management personnel in their roles as change agents in moving toward the project mission and vision; - Developing a reinforcement/motivation plan for changes; - Establishing the methodology and metrics to monitor change management success; - Monitoring and measuring behavioral changes (provide an outside unbiased perspective) The RFP is anticipated to be issued in mid to late December 2002 with an anticipated award in the following month. Location of the Work: Work will be performed both off-site at the Subcontractor's offices, and on-site at the Bechtel SAIC Company, LLC, facilities in Las Vegas, NV and Washington, DC as directed by the Contractor. Period of Performance: The Subcontract period of performance will be for approximately one year. Pre-qualification Criteria To qualify to receive an RFP, the respondent must be able to demonstrate and provide documented evidence for substantiation that the respondent can meet the minimum specified requirements if a positive response is provided to each of the following questions. NOTE: "Respondent" means the firm responding to the Prequalification. 1. Does the respondent have a minimum of five years experience and familiarity with Safety Conscious Work Environment objectives and requirements? _ YES _ No If "Yes," provide summary of experience. 2. Does the respondent have a minimum of five years experience and familiarity with change management theories and practical applications? _ YES _ No If "Yes," provide summary of experience. 3. Does the respondent have a minimum of five years experience working in a highly regulated governmental environment (e.g. Department of Energy, Nuclear Regulatory Commission, etc.)? _ YES _ No If "Yes," provide a business reference list, a minimum of 5 , substantiating direct relevant experience within the last five years. For all questions noted above, the business reference list shall include: - Respondent's Corporate Name and Contact seeking Prequalification - Client Name, Address, Contact Name and Telephone Number - Work Description including the structured methodology utilized - Initial Award Value - Completion Value - Location - Period of Performance 4. In addition, Respondent's personnel will interface with all levels of the Contractor organization and client organization to accomplish their tasks. Superior inter-personal and communication skill sets are required for successful Task performance. Response Submittal: Electronic and/or faxed responses are required no later than the close of business on or before December 16, 2002 by 4:30 p.m. Include the name, title, address, telephone number, facsimile telephone number, and E-mail address of the responsible person to whom future communications regarding the prequalification and the RFP should be addressed.
